Request for Expressions of Interest

Environmental and Social Safeguards Officer

The Ministry of Environment and Energy (MEE) is implementing Environment Management and Climate Change related projects administered by the World Bank, and intends to apply part of the proceeds of these projects to payments under the contract for the services of Environmental and Social Safeguards Officer for the Project Management Unit (PMU), established within the MEE.

This is a key functionary at the national level with oversight responsibility for ensuring preparation and implementation of Environment and Social Assessment (ESA), Environment and Social Management Framework (ESMF), and Resettlement Action Plan (RAP), whichever applicable for the projects managed by PMU.

Key qualifications of the individuals who apply for the position are:

- Minimum degree in environmental / management engineering, environmental sciences, marine biology or related discipline;

Candidates having Masters will be preferred.

Training in related field will be an added advantage.

- Minimum three (3) years of work experience in the field.

- Experience in supervising and monitoring the implementation of social issues/aspects in projects such as participatory frameworks will be an advantage.

- Candidates having experience of working as environmental expert for major environmental / civil engineering projects are preferred.

- Experience in supervising and monitoring the implementation of environment management plans is preferred.

- Experience of working in donor-aided projects is desirable.

- Knowledge and understanding of technical, commercial and legal aspects of World Bank- financed projects will be an added advantage.

- Must be result oriented and proactive. Ability to manage targeted indicators;

- Excellent written and oral communication skills in presenting, discussing and resolving difficult issues. Ability to work efficiently and effectively in a multidisciplinary team.

In addition to the above the successful candidate must be willing to work for extended periods without direct supervision and will be expected to travel routinely to islandsand interact with communities.

The Ministry of Environment and Energy now invites interested eligible individuals to submit their Expressions of Interest (EoI). Interested individuals must provide their CV with information demonstrating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.) covering the Key Qualifications listed above.

A candidate will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011.

Successful candidate will be paid an all inclusive monthly fee of MVR 25,000 to 30,000 depending on qualification and experience. The individual for this position will be hired, for a period of Twenty-four (24) months on fulltime basis and may be extended for a further period, based on need and performance.
