Request for Expressions of Interest

The Government of Maldives has received financing from the World Bank toward the cost of the Enhancing Education Development Project (EEDP), and intends to apply part of the proceeds for consulting services. Under the project, MoE will finance the improvement and/or expansion of schools across the country.

As part of this project MoE seeks a consulting firm to help the Project with the Implementation, Management and Supervision of Civil works in 13 Schools across the Maldives. The Objectives of the consultancy assignments are:

Objective: The objective of this consultancy is to assist the Ministry of Education to manage and supervise the administration of civil works component to ensure that the works are constructed in accordance with the provisions of the construction contract. The consultancy firm will make all decisions required for the successful and timely implementation of the civil works contract and have all of those powers which are stipulated in this ToR. The consultancy firm will also ensure that work is carried out in accordance with the standard norms and specifications enforced in Maldives.

Duration of Service: The total estimated duration of this consultancy is 27 calendar months.

The Maldives-Enhancing Education Development Project (EEDP), Ministry of Education, Republic of Maldives now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
