The Government of Maldives (GoM) has received financing from the World Bank toward the cost of the Maldives Competitiveness and Growth Project (P179286) and intends to apply part of the proceeds for the following consulting services. 

The consulting services (“the Services”) here after is to enhance Public Relations, Media Engagement and Digital Communications on Economic Reforms as per the attached Terms of Reference (ToR). The assignment requires 3 key staff and is to be for 6 months duration.

The Ministry of Finance (MOF) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Interested consultancy firm should submit following documents (Firm qualification & Experience):

(i)                 Letter of Expression of Interest – Mandatory document

(ii)               Company registration (Valid) – Mandatory document

(iii)             A team with diverse communications-related skillsets, including professionals with backgrounds in communications, public relations, journalism, digital marketing, graphic design, and multimedia production,

(iv)             At least 2 years of demonstrable experience of the firm in providing comprehensive communications services, including in the fields of public relations, media engagement, and digital communications,

(v)               Proven expertise in developing and implementing successful communications strategies and campaigns, including managing content creation, social media management, and media relations, and,

(vi)             Experience working with diverse stakeholders, including government agencies, media outlets, civil society organizations, and the public, to effectively communicate complex topics and initiatives.

Key Experts will not be evaluated at the shortlisting stage. However, Firms are required to clearly state the proposed position for each Key expert proposed.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’(Procurement in Investment Project Financing- Goods, Works, Non-Consulting and Consulting Services, Fourth Edition, November 2020, setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A firm will be selected in accordance with the Consultant’s Qualification-Based Selection (CQS) method set out in the Procurement Regulations. CQS is a two stage selection method (Expression of interest & Technical & Financial), from the EOI received, the Borrower selects the firm with best qualification and experience and invites it to submit its technical and financial proposal for negotiation.

Deadline

The expressions of interest must be delivered to the address below by regular mail, emails, no later than 1300 hrs Maldivian time on 12th May 2024.

 

Note: The request for expressions of interest shall be read in conjunction with the TOR for the respective assignment.
