(One-Envelope Bidding Process)

1. The Ministry of Education has received financing from the World Bank toward the cost of the Maldives Atolls Education Development Project - AEDP (P177768), and intends to apply part of the proceeds toward the contract for Procurement of Math Resource Materials required for KS3 and KS4.
2. The announcement number (IUL)22-E/22/2024/31 published on 04^th February 2024 was cancelled due to the proposed bids exceeding our allocated budget for the announcement, so the new invitation is open for interested bidders.
3. The Ministry of Education of the Maldives now invites sealed Bids from eligible Bidders to deliver the goods within 35 days (earliest delivery date) of contract signing.
4. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Project Financing- Goods, Works, Non-Consulting and Consulting Services, November 2020 introduced by the Bank under the Procurement Framework (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
5. All interested bidders are required to register via the Bid Registration Form Link: forms.moe.gov.mv, on or before 02^nd April 2024, 1200 Hours. Only registered bidders are eligible to submit the bid.
6. Requests for clarification should be received by the Purchaser no later than: 12^th April 2024, 1200 Hours.
7. Evaluation would be conducted in 3 Stages as follows:

• 01^st Stage - Technical Evaluation (All the proposed items should meet the MOE requirement)
• 02^nd Stage - Post Qualification Evaluation
• 03^rd Stage - Financial Evaluation

Bidder must pass in all the above-mentioned Evaluation Stages in order to win the Bid.

Bids must be delivered to the address below on or before 15^th April 2024, 11:00 Maldives Time. Electronic Bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 15^th April 2024, 11:00 Maldives Time. All Bids must be accompanied by a Bid Security of MVR 15,000.00 (Fifteen Thousand).
