TERMS OF REFERENCE

Background and Objectives

 

The Maldives Monetary Authority (MMA) is the agency responsible for the compilation of Balance of Payments (BOP) statistics in the Maldives. As part of the MMA’s efforts to improve the data collection mechanisms related to the external sector, the MMA is planning to enhance the current mechanism in place for the collection of cross border financial data and develop a more comprehensive International Transactions Reporting System (ITRS).

An ITRS system records the cross-border transactions on an economy with the rest of the world and is an important source of data for the compilation of BOP statistics. Establishing a comprehensive ITRS would enable access to more granulated data, ensuring availability of good economic data for policy makers on a timely basis. The MMA is seeking to enhance the current ITRS mechanism to ensure efficient and timely data reporting with wider coverage and improved data verification methods imbedded in the system. The system will be designed and operated by the MMA with data covering the MMA (government cross border transactions) and commercial banks. The objective of the project will be to enhance the data collection mechanism for cross border transactions by expanding the purpose code structure, including data validation mechanisms while also ensuring that the reporting burden is reduced for data reporters.

Following the completion of Phase 1 of the Maldives ITRS (MITRS) project , during which a feasibility study was conducted and a model was developed, the MMA’s objective now is to acquire the services of an individual will develop the MMA’s proposed model for the MITRS within the given timeline.


Scope of Work

 

The Developer shall carry out work as specified under the Scope of Work and any additional tasks deemed necessary for the development of the MITRS. The Developer will be responsible for the following under the contract:

  1. a.    Preparation of System Requirement Specifications (SRS):

The Developer shall prepare the SRS based on the Business Requirement Specifications (BRS) provided by the MMA. The SRS must align with the overall IT governance of MMA.

 

  1. b.    Development of submission platform for banks:

The submission platform provided to banks is the main mechanism for data submission. The platform should include data processing engines and data validation controls to allow accurate reporting.

 

  1. c.    Completion of Reference Registries

The Developer shall ensure that the system is equipped with a reference registry for the banks to access a harmonized list of country codes, a central exchange rate module and list of purpose codes. In addition, the system must have a mechanism to validate the entities during the submission of data.

 

  1. d.    Establishment of databases at the MMA

Developer is responsible for the establishment and integration of the submission platform database to the MMA’s back-end data warehouse.

 

  1. e.    System testing:

The Developer shall conduct the System Integration Test (SIT) and User Acceptance Test and address any potential issues that may be identified.

 

  1. f.      Engage in MITRS implementation and system stabilization

Developer must conduct the pilot testing of the MITRS and assist in the implementation and assessment of the system. Moreover, Developer shall identify and address any issues which may arise during this phase.

 

  1. g.    Completion of technical documentation and user manuals

Developer shall maintain documentation and user manuals to ensure smooth handover of work to MMA at the end of the contract.

 

Qualification and Experience

 

  1. Experience in software/application development.
  2. Experience in designing projects of similar scale, complexity and relevance.
  3. Knowledge in UI/UX designing, back-end and front-end development, database design and development.
  4. Strong understanding and knowledge of modern framework including but not limited to React, Django, Laravel and Electron.
  5. Academic Qualification in computer science or in a related field.

  3. Efficient time management skills with the ability to meet deadlines.

 

Reporting Obligations

 

  1. Developer shall report to work on weekdays (Sunday to Thursday) from 0800-1500 hrs other than public holidays.
  2. Developer shall provide regular work updates to the Project Coordinator and Project Director.
