National Maritime Consultant

Enhanced Integrated Framework Program

Introduction

The Ministry of Economic Development (MED) is the lead ministry in the government overseeing the implementation of the Enhanced Integrated Framework (EIF) program for the Least Developed Countries in the Maldives. EIF is a global program that assists LDCs countries in mainstreaming trade into their development agenda, building capacity in trade related areas and coordinating trade related technical assistance. As a recently graduated LDC country, Maldives continues to be a beneficiary of the program until the end of 2015.

The ministry has mobilized funding from the Tier 1 of the EIF program for a second phase towards implementation of the project titled “Strengthening capacity of Ministry of Economic Development to deliver a coordinated approach on trade, investment and business facilitation”.

The objective of the project is to support Maldives to implement its economic, trade and investment programs in a coherent and consistent manner to achieve inclusive growth, job creation and economic diversification while supporting Maldives to integrate into global value chains through enhanced trade capacity. To support the Government’s plan for economic diversification, the project will extend support to further develop marine based economic activities in the country and develop transport as a prominent economic sector contributing to country’s economic growth, diversification and job creation.

Towards this end, MED is seeking the services of a qualified local maritime consultant to support transport sector development initiatives of the Government.

Scope of work

With the overall guidance of Minister, Chairman of Maldives Transport Authority and EIF Focal Point, the consultant is required to assist the Ministry of Economic Development to develop an overall strategy to enhance the economic potential of transport sector and maritime based activities. In addition to developing an overall strategy for transport and maritime based activities, the consultant is required to deliver the following responsibilities and duties during the contract period. 

Responsibilities and Duties 

The overall responsibilities of the Maritime Consultant will involve assisting, enhancing and improving the maritime related services provided by the Government, in particular the Maritime Administration (ie. Transport Authority of Maldives) of the country, which among other things, shall include:

  • Drafting the required legislations for implementing martime policy of the government;
  • Drafting checklists for current maritime related services delivered by Maldives Transport Authority;
  • Review of current standard operating procedures used in Maldives Transport Authority, relating to maritime services, and suggest changes in line with international best practices.
  • Provide in house training and capacity building for maritime staff;
  • Consultation on STCW courses, training and syllabuses regulated under the Authority;
  • Consultation and assistance on the effective implementation of MLC 2006;
  • Consultation on the effective implementation of the Seafarers’ Identity Document (SID);
  • Enhancing quality assurance;
  • Implementation of Mandatory IMO instruments;
  • Drafting port operations regulations and guidelines.
  • In consultation with relevant stakeholders, develop an overall strategy to enhance the economic potential of transport sector and maritime based activities, with specific interventions for implementing the strategy, including identification of necessary laws and regulations, human resource requirements and other necessary inputs for effective and timely implementation of the strategy.
  • Work with the Ministry responsible for Transport and economic development mandate to ensure work initiated under the contract compliment Government’s priority policies on transport and economic diversification.
  • Provide monthly reports to EIF Unit based in the Ministry of Economic Development on work carried out under the contract and extend all necessary support , where needed,  to fulfil project reporting requirements.   
  • Any other tasks assigned by the Transport Authority and Ministry responsible for Transport and economic development mandate.

Experience/ Skills/Qualification Requirements:

Applicants should possess the following qualifications,

  • Holder of Certificate of Competency as Master (unlimited) duly qualified in accordance with the provisions of regulation II/2 of the STCW convention 1978, as amended;
  • HND in Nautical Science OR Maritime Transport from a maritime training institute;
  • Qualification in law from a university or college;
  • Minimum 5 years experience as Master or Chief Mate on foreign going ships
  • Good command of computer skills (Ms Word, Excel etc.)
  • Fluency in English and Dhivehi language

A candidate having prior working experience at a Maritime Administration will have an added advantage.

The successful candidate should be committed to sharing knowledge and learning experiences with work colleagues, should be available to work long hours and should be a team player.

Immediate Supervisor and reporting:

On a day-to-day basis the consultant will report to the Permanent Secretary of Ministry of Economic Development and Chairman of the Transport Authority and shall report to other relevant officials in the Ministry of Economic Development as instructed by the Minister. . 

Contract Duration:  12 months with the possibility of extension for an additional 12 months depending on funding availability

Monthly Remuneration package inclusive of all benefits: MVR 35,000.00

Working Hours – 8:00 am -4:00pm weekdays with 1 hour lunch break. The successful candidate shall be willing to work long hours on a need basis
