REQUEST FOR EXPRESSION OF INTEREST
Consultant for Strengthening State-owned Enterprises (International)
[RFP No: PSSP/2.2/C/06]
The Government of Republic of Maldives has received a credit from the International Development Association (IDA) towards the cost of the Maldives PFM Systems Strengthening Project (PSSP), and intends to apply part of the proceeds of this credit to payments under contract for the services of a Consultant for State owned Enterprises (SoEs) (International).
The objective of this assignment is to assess the current setup of monitoring and evaluation of SoEs and to develop a monitoring and evaluation framework of all SoEs.
Consultant for State owned Enterprises (SoEs) must meet the following qualification requirements:
- The consultant should hold a full University Masters Degree in Economics, Finance, Accounting, Public Policy and Management, or related field or a professional certification in Accounting and Auditing.
- 7 years of professional work experience as described below:
International work experience in Monitoring and Evaluation of SoEs. Experience of SoEs assessments specifically in development of Monitoring and Evaluation Framework and experience in Financial Analysis will be an added advantage.
The Ministry of Finance and Treasury, now invites interested eligible individuals to submit their Expressions of Interest (EoI). Interested Candidates must provide a CV including information that demonstrates that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.) and a proposed daily rate.
The individual will be selected based on the qualification and experience, in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD loans and IDA credits and grants by World Bank Borrowers, January 2011, revised July 2014.
An individual Consultant will require a total of 2-3 months of work in the Maldives. The contract agreement shall be extented based on the consultant’s performance.
