1. The Government of the Republic of Maldives has received financing from the International Development Association – The World Bank towards the implementation of Maldives Clean Environment Project (implemented by the Ministry of Environment), and intends to apply part of the proceeds for the upgrading of Waste & Resource Management Centres in 4 islands of Zone 4 & 5.

2. The Ministry of Finance on behalf of Ministry of Environment (the Employer), invite bids from eligible and qualified bidders for the upgrading of Waste & Resource Management Centers in 4 islands of Zone 4 & 5.

3. All contractors shall adhere to National Contractors Registry and all relevant guidelines and shall seek any permits, if required, applicable at the time of contract.

4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” of July 2016, (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

5. The Bidder shall be registered to submit a bid upon payment of a non-refundable Registration fee of MVR 1500.00 (Maldivian Rufiyaa Thousand Five Hundred) or equivalent in USD, for the project from 5^th May 2021 to 06^th June 2021by: : (a) payment of a non-refundable Registration fee of MVR 1,500.00 (Maldivian Rufiyaa Five Hundred), through our online payment portal - Ban'deyri Pay (https://bandeyripay.finance.gov.mv/)  and, (b) e-mailing the following information  to the below given e-mail addresses:

• Name and Address of the Bidder
• Name, e-mail ID and telephone numbers of the Contact Person(s)
• Copy of the Payment/Transaction Receipt.

6. A complete set of bidding documents and any information that shall be delivered to the prospective bidders, will be available for download from the Ministry of Finance website www.finance.gov.mv from 06^th May, 2021.

7. Bidder shall furnish a Bid Security” as mentioned in Clause 2 of this Invitation.

8. Any Clarifications to the project may be sent to the address below on or before 1400hrs of Sunday, 19^th May 2021

9. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 07^th June 2021 at 1100hrs. Bids must be Sealed. Bids should be properly labeled with the Project Name, Bid opening date & time and name of the bidder. Late Bids will be rejected.
