The Government of the Republic of Maldives through the Ministry of Environment (MoE) is implementing Maldives Clean Environment Project (MCEP) financed through grant aid from the World Bank’s International Development Association (IDA), and intends to apply part of the proceeds to a consultancy assignment for the formulation of an overarching waste and resource management policy and strategy for the Maldives, as part of the GoM’s efforts to strengthen waste and resource management sector in the country.

The main objective of this assignment is to formulate an integrated national waste and resource management strategy with next step and gap filling policy recommendations in line with the government’s Strategic Action Plan (SAP). The strategy should also make recommendations for an associated implementation plan (short, medium and long-term) for waste and resource management in the Maldives taking into account stakeholder feedback, goals and targets, outcomes and performance targets and cost-effectiveness. Recommendations and activities should have a clearly defined baseline relating to the current situation, existing policy framework, and stages of implementation in the Maldives based on capacity, funding, and timing requirements. The Consultant will also be required to propose changes to the draft bill on Waste Management, in line with the updated policy and the strategy developed under this assignment.

The Ministry of Environment now invites eligible Firms to submit their “Expression of Interest” (EOI) for providing the services. Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services along with the following documents:

  • Letter of Expression of Interest
  • Company Profile (should detail out past experiences of similar assignments)
  • Details of relevant experience with regard to the assignment (with supporting docs)
  • Updated CVs of key Experts with attested copies of their educational certificates.

The TOR for this assignment is attached with this REOI and will also be available on the Ministry’s website www.environment.gov.mv.

The attention of interested consulting firms are drawn to paragraphs 3.14, 3.16, 3.17 and 3.18 of the World Bank Procurement Regulations for Borrowers under Investment Project Financing, dated November 2020, setting forth the World Bank’s policy on conflict of interest.

A Consulting firm will be selected in accordance with the Consultant’s Qualification-based Selection (CQS) method set out in the Procurement Regulations for Borrowers under Investment Project Financing, dated November 2020.

Expressions of interest must be delivered in a written form to the address below by e-mail on or before 1300 hrs Maldivian time on Thursday, April 22, 2021.
