REQUST FOR EXPRESSION OF INTEREST (EOI) INTEGRATED TRANSPORT MANAGEMENT SYSTEM

Maldives Transport and Contracting Company Plc is inviting interest parties to submit Expression of Interest (EOI) for the development and implementation of INTEGRATED TRANSPORT MANGEMENT SYSTEM (ITMS).

 

MTCC wishes to implement ITMS with next-generation fare collection system that will leverage reloadable smart cards, pre-paid smart cards and a mobile application.  The new fare collection systems shall be account-based, built upon a central back office that manages accounts, calculates fare payments, and processes all transactions based on established business rules. The system shall support multiple media types including smart cards and smartphones. The fare collection system shall be implemented using an open architecture approach, allowing for integration with outside systems and future expansion.

 

The system shall support real time tracking of the fleet and shall be equipped with transport intelligence system to deliver route planning and optimization and include Backoffice management system which can be centrally controlled.

General Specification and information of the required system is as follows:

 

Scope of work

Implement Transport management system not limited to;

  • Automated fare collection system which shall be an end-to-end solution for the commuters to pay for the travel fare. Fair collection cards used in this system shall be EMV standard based Smart Card and smart phones.
  • Fleet management and Tracking
  • Route Planning and optimization
  • The scope of work shall include the main components of the system, and training for MTCC staffs.

Main components of the system

  • The contractor shall supply the followings. However, it is not limited to this.
  • All related hardware and software
  • Mobile application and customer Web portal
  • Handheld terminal and accessories.
  • Card validator and accessories.
  • Smart cards, printing machine and accessories.

Approximate number of islands

188 islands

Fleet size

  • 42 buses in use at current fleet expected to grow to 70 in the next 5 years.
  • Marine fleet there are total 54 vessels.
  • The speed ferry network is expected to grow from 17 to 90 vessels in the next 5 years.

Commuters

  • Total monthly ridership on Buses is estimated to be 3 million per annum.
  • Total monthly ridership of marine services is estimated to be 9 million per annum

Training

  • Provide technical and operational trainings

 

Eligibility of EOI

 

The supplier shall

  1. be a registered firm/company.
  2. should have an existing transit implementation solution, preferably EMV based ticketing solution.
  3. have a track record of implementation on a large scale.
  4. have acquired ISO 9001-2015 or equivalent standard.

 

Documents to be submitted with EOI.

 

The following documents should be submitted for the EOI to be responsive for invitation to the bid.

  1. Company Registration Certification (Translation if original is not in English)
  2. Details of similar projects undertaken in the past 5 years.
  3. Name of the company and Location of the implementation
  4. Brief of solution implemented including details of software and hardware
  5. Fleet size of the implementation (Buses/Ferries/Stations)
  6. Copy of certificate for ISO 9001-2015 or equivalent standard.
