Output 1.3/ Activity: Increasing the Human Resources Capacity of Child Care Institutions

 

 

   Background & Purpose

The ratification of the UN Convention on the Rights of the Child (CRC) in 1991 has propelled a number of activities that have improved the rights of children in the country. Maldives drew up the Strategic Action Plan which outlines the developmental targets and priorities of the Government for the five-year period 2019 – 2023. It sets out realistic strategic goals that would help to achieve key developmental milestones making sure inclusive social protection for all is well reflected.

 

Parliament also passed a number of legislative instruments such as the Child Rights Protection Law (19/2019) and the Family Law 4/2000, aiming to provide a protective environment for children. The services that address the rights and meet the needs of children who are deprived of care by their birth families are given mostly under two state care alternative institutions: Kudakudhinge Hiya and Fiyavathi. With the rapid expansion of services in itself presents many challenges to the Ministry of Gender, Family and Social Services (MoGFSS). With increased public awareness on Children’s Rights and protection, referrals made to the Ministry and other stakeholder agencies are on the rise and the number of children who are deprived of care by birth are placed in state care institutions has been increasing over the last few years.

 

Taking a preventative approach to address the social issues that emerged during the Covid 19 pandemic, the Ministry developed key strategic contingency plans to address all relevant issues. Furthermore, to accelerate our response period, the Ministry formed an emergency response team that developed and implemented strategic plans and mechanisms for the care management of existing shelter homes for children and the elderly. These mechanisms were implemented before the State entered lockdown on April 15, 2020.

 

With the New Normal phase, the State is developing resilient plans with a focus on prevention and addressing social issues and ensuring that the rights of children and the vulnerable are protected.

 

Justification for consultancy

With the necessary infrastructure in place to provide protection for the children who are deprived of care by their birth families, there is acute demand for value added services to cater the children under state care institutions. Ministry of Gender, Family and Social Services currently lacks the technical capacity for such quality assurance and requires support to develop and provide such services. A skilled and experienced Maldivian Psychologist is to be hired to work closely with the Ministry and provide counselling and rehabilitation services needed for the children under state care at Fiyavathi. The Psychologist also need to conduct the relevant trainings to the social service workers and care workers.

 

What is the basic project objective to which the consultancy is related

The primary target of the project is to increase the human resource capacity of Fiyavathi to provide quality care for the children. By Hiring the psychologist it is expected to enhance the mental health well-being of children living at Fiyavathi, by assisting them with overcoming the mental health issues or difficulties they have and guiding them through issues on everyday life.

Placing a dedicated psychologist to work with the children at Fiyavathi will ensure ongoing mental health and professional clinical support to children who experience distress, trauma or other psychosocial problems. It can also promote overall mental health well-being among all children by building positive assets and psychological resilience through preventive programmes.

  Major tasks to be accomplished;

  Assisting children with mental health issues and addressing their problems in order to help them to overcome it.

   Provide psychological interventions, counselling and/ or clinical therapy where needed to children who are facing behavior or psychological problems.

    Assist the children on issues of everyday life and counseling them on various factors.

    Provide guidance and establish rapport with children, and encourage help seeking behavior. Conduct activities to build life skills.

   Work with staff to create a positive environment and close relationships among caretakers and children

     Guiding children with better understanding and accepting their inner emotions and use their deeper understanding of their emotional struggles to commit to moving forward in a positive way.

      Support to create a nurturing, positive environment in Fiyavathi that will promote development of internal assets in children, and build their self-esteem and resiliency

      If required, Facilitate group therapy sessions for children – Internationally accepted age-appropriate child friendly approaches such as play therapy can be applied.

       Conduct self-care sessions for social workers and care workers.

 Develop support and care plans for children.

    Conduct trainings to Social Workers and care workers.

7.       Qualifications or specialized knowledge and/or experience required

The individual should have the following qualifications and /or specializations to be selected for the consultancy.

 

 

Academic qualifications:

·         Master’s degree in psychology

Knowledge, skills and experience:

·         3 years of working experience

·         Expertise in collating information, analysis and report writing.

·         Familiarity with computer skills (work, excel and power point).

Personal competencies:

·         Strong skills in interpersonal relations, networking and communication.

Language competencies:

    Proficiency in written and spoken English and Dhivehi

 

8.       Estimated Cost:
