Strengthening monitoring and evaluation with respect COVID-19 response in the education sector

Concept note

1-   Background

The challenge of school closure in the context of the extraordinary COVID-19 pandemic, closely followed by an economic recession, demanded a level of preparedness and readiness for education in an emergency that proved to be hugely challenging to the MoE. While initial response helped to mitigate the immediate impact to some extent, the recovery and resilience are to be prioritized to recover for loss of learning and ensure continuity in learning. With support from UNICEF, and financial contribution from the Global Partnership for Education (GPE) the MoE has formulated the Maldives Education Response Plan for COVID-19 (ERP).  One of the key interventions in the ERP is strengthening monitoring and evaluation with respect to COVID-19 responses of the Education sector.  However, in order to effectively monitor the implementation of the ERP as well as monitor the different dimensions in the capacity of MOE needs to be increased.  As such, a team specifically for monitoring need to be set up at the MoE, under the supervision of the MEMIS technical in charge at statistics section of PPRD/MoE.

This team will be responsible for the following interventions.

1-      In coordination with the MoE departments, monitor the implementation of the Education Response Plan for COVID-19 and support course correction.

2-      In collaboration with ESQID/MOE and schools, establish a mechanism to monitor the status of vulnerable students including tracking of boys and girls who do not return to schools during COVID-19.

3-      Strengthen the development and use of MEMIS for evidence based decision making during and after COVID-10.

4-      Monitor continuity of learning reach, engagement and impact during COVID-19.

5-      Monitor the teacher development interventions related to distance/remote learning.

6-      Coordinate the evaluation of distance learning modalities for continuity of learning during COVID-19.

7-      Monitor the implementation of the safe school protocols and learning protocols developed for COVID-19.

 

2-   Planned output result: 

Increased capacity at MOE for planning and effective monitoring.

 

3-   Key responsibilities of the additional team members

 

a)      Data Analyst

Number of staff required: 2

Working modality: Task oriented  

The selected candidates are expected to work on project / task basis. The candidates will be given instructions and deadlines to complete the tasks.

Key tasks

With many interventions designed as a response to COVID-19, the Maldives Education Management Information System (MEMIS) needs to be customised to monitor the Education responses through MEMIS. Once customised, the users of MEMIS is schools and MOE need to be oriented on the changes.  As such, under the supervision of the MEMIS technical in charge, the data analyst is expected to:

1-      Extract data from MEMIS and G suite and clean the data for analysis

2-      Perform needful matching and cross-match date sets from different sources and streamline data for the required indicators.

3-      Produce dashboards and Info graphs for general and COVID19 related indicators for timely decision making.

4-      Produce monthly/weekly reports on the analysis of the data from MEMIS.

5-      Analyze the data in MEMIS to identify the trends and patterns in students’ attendance in 1) Online classes 2) Telkilass and 3) in face to face classes in school.

6-      Provide technical support to PPRD staff for data analysis, processing, simulation and projection

 

(b)   MEMIS support officer 

Number of staff required: 1

Key tasks:

1-      Under the supervision of the MEMIS technical in charge, and in collaboration with the respective MOE departments, coordinate and conduct the ERP periodic reviews.

2-      Work with MOE MEMIS team to ensure that schools update required data

3-      Ensure the quality of data in MEMIS.

4-      Support PPRD to conduct a survey with parents, students and teachers on returning to school.

5-      Create training materials and resources for training of focal points and MEMIS held desk at MOE on MEMIS modules.

6-      Orient the school focal points on the revised MEMIS modules.

7-      Conduct TOT for schools’ focal points to train all school staff in using MEMIS modules relevant to them

8-      Identifying the new customization, modules required and prepare documents for MEMIS customization and for creation of new modules.

9-      Ensure that schools enter the data into MEMIS as per the guideline for schools and MOE on how to collect, interpret and use the data in MEMIS.

 

(c) Qualifications and Experience

a)      At least a Bachelors’ Degree in Statistics, Information Technology, Computer Science, Bachelors of education, Data Science or a relevant discipline, and least 2 years of work experience.

b)      Ability to interact with stakeholders and monitor their participation and commitment for effective implementation and long-term sustainability of MEMIS.

c)      Familiarity with G-suite administration

d)     Ability to work efficiently, and to meet deadlines.

e)      Ability to speak, read and write fluent English and good communication skills.

f)       At least 2 years of experience in using MEMIS for education purposes.

g)      Familiarity with the education sector guidelines and SOPs.

h)      Experience in statistics and data processing.

i)        Ability to conduct training activities for the relevant staff of the implementation agencies, relevant to his/her roles and responsibilities.

 

Shortlisted candidates will be subjected to an interview in which their familiarity with MEMIS and data analysis must be demonstrated. Candidates out side Male’ may request for online interview.

 

(d)  Required duration:

1 year with a possibility of extension.

 

(e) Remuneration

Data Analyst MVR 12,000

MEMIS support officer MVR 15,000

 

(f) Facilities and resources to be Provided

The holder of the position would be entitled to the following facilities by the MOE:

  • An office in the MoE with equipment including a computer/laptop and docking station, telecommunication services, and access to printing, photocopying and scanning equipment.
  • Candidates will be expected to work from home if required
