HCFC Import, Control and Management

The Government of the Republic of Maldives is a Party to the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer. In accordance with the decisions of the Parties to the Montreal Protocol related HCFCs (in particular Decision XIX/6), Maldives has to phase-out HCFC by 2020 and that the national annual import quota of HCFCs for the year 2019 will be 22 Metric tons.

In order to effectively control and manage the HCFCs imported to the Maldives, the government has decided to select Party/Parties to award the HCFCs import rights for the year 2019. The selected Party/Parties will be required to import HCFCs to the Maldives to meet the demands but within the annual import quota for the year 2019, sales and distribution of HCFCs in accordance with an agreed approval process.

The Ministry of Environment and Energy now invites sealed bids from eligible and qualified bidders to import HCFCs for the year 2019. Interested eligible bidders must provide information that demonstrates their ability to import, storage, sales and distribution of HCFCs in the Maldives (company profile, experience in the area of importation, handling and managing of refrigerants etc.), in accordance with the bidding document.

Interested eligible bidders may obtain further information from Environment Department during office hours and inspect the Bidding Documents at the address given below from 1000 hours to 1400 hours on week days.

Qualifications requirements include: Bidder must have experience in importing and handling; availability of reasonable storage facilities; and qualifications and experience of staff members. Additional details are provided in the Bidding Documents.

A complete set of Bidding Documents in English may be obtained by interested bidders on the submission of a written application to the address below. Ane-copy of the Bidding Documents may be sent to interested bidders by email on request to Environment Department to the email address given below.

A pre-bid meeting will be held on 22 November, 2018 at 1100 hours.

Bids must be delivered to the address below at or before November 28, 2018 at 1100 hours local time. Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person at the address below on November 28, 2018 at 1100 hours.
