INVITATION FOR EXPRESSION OF INTEREST (EOI) 

HIRINGA PARTY FOR K. FUNADHOO HAZARD STUDY AND SURVEY

State Trading Organization Plc (STO) invites interested and eligible companies, meeting the requirements set out in attached Terms of Reference (TOR), to submit an Expression of Interest (EOI) to hire a party to carry out K. Funadhoo Hazard Study and Survey.

The eligible Parties will then be invited to submit a more detailed proposal through a restricted request for proposal process.

1.     As a guidance for the preparation of the EOI, please find the following attached to this notice.

2.     Criteria for shortlisting applications.

1. 1. The party must have successfully completed at least one comparable assignment within the past ten (10) years involving any one of the following: a petroleum storage terminal, tank farm, refinery, or other similar facility.
   2. The submitted assignment must demonstrate relevant experience in thermal radiation analysis, flammable vapor dispersion modelling, or comparable hazard assessment studies.

• Similar nature of project: Successful completion of carrying out Hazard Study and Surveys projects.
• The applicant must not be blacklisted /Default/ Legal customer of State Trading Organization Plc. Or any subsidiaries of State Trading Organization Plc.
•  The applicant must not be blacklisted or debarred by the Ministry of Finance and must not have any unresolved issues with the Ministry of Economic Development or MIRA.
• STO reserves the right to reject reference letters issued by companies that are blacklisted by STO and if STO confirms that a party registering is blacklisted by STO, or is affiliated with a blacklisted party, STO reserves the right to deny registration to that party.
• If STO determines that any reference letter submitted is forged, fabricated, or relates to work that was not actually performed by the applicant, STO reserves the right to reject the applications under this announcement. 

3.     Submission of EOI.

1. The EOI shall be typewritten and signed by the applicant or a person or persons, duly authorized by the applicant to submit the proposal.
2. The applicant shall submit their EOI via email to [email protected] clearly subject to “EOI for hiring a party to carry out K. Funadhoo Hazard Study and Survey”
3. Deadline for submission is 12^th October 2026, 11AM Maldives Time.
4. STO may, at its discretion, extend this deadline for the submission of the EOI, in which case all rights and obligations of STO and applicants previously subject to the deadline will thereafter be subject to the deadline as extended.
5. Any EOI received by STO after the deadline for submission of EOI will be rejected.
6. The applicant may withdraw its EOI after submission, provided that written notice of the withdrawal is received by STO prior to the deadline for submission. No EOI may be modified after passing of the deadline for submission of EOI.
