1. The Ministry of Education, Higher Education and Skills Development has received financing from the World Bank toward the cost of the Maldives Atolls Education Development Project – AEDP (P177768), and intends to apply part of the proceeds toward the contract for Procurement 12 Android based Tablets

2. The Ministry of Education, Higher Education and Skills Development of the Maldives now invites sealed Quotations from eligible Vendors to deliver the goods within 45 days of contract signing.

3. Bidding will be conducted through national competitive procurement using a Request for Quotation (RFQ) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Project Financing- Goods, Works, Non-Consulting and Consulting Services, November 2020 introduced by the Bank under the Procurement Framework (“Procurement Regulations”), and is open to all eligible Vendors as defined in the Procurement Regulations.

4. All interested Vendors are required to register via theRegistration Form Link: forms.moe.gov.mv, on or before 30^th September 2026, by 1200 Hours. Only registered Vendors are eligible to submit the Quotation.

5. Interested eligible Vendors may obtain further information by writing to [email protected], and inspect the information document before 01^st October 2026 by 1200 Hours.

6. Evaluation would be conducted in 3 Stages as follows:

• 01^st Stage - Technical Evaluation (the proposed items should meet the MOE requirement)
• 02^nd Stage - Post Qualification Evaluation (Financial and Experience) 
• 03^rd Stage - Price Evaluation

Vendors must pass in all the above-mentioned Evaluation Stages in order to win the Quotation.

7. Quotations must be delivered to the address below on or before 04^th October 2026, 1100 Hours Maldives Time. Electronic Bidding will not be permitted. Late Quotations will be rejected. Quotations will be publicly opened in the presence of the Vendors’ designated representatives and anyone who chooses to attend at the address below on 04^th October 2026, 1100 Hours Maldives Time.
