Minimum Qualifications and Experience
To be considered for this consultancy, the applying consultant or consulting team must meet the following mandatory criteria:
1. Academic & Professional Qualifications
- Basic Medical Degree: A primary medical qualification (e.g., MBBS, MD, or equivalent).
- Advanced Degree: A Master’s or PhD in Medical Education.
2. Experience Requirements
- Proven Track Record: Demonstrated experience in curriculum development, assessment design, or faculty training within a medical education context.
- Consultancy Experience: Prior experience delivering high-quality outputs as an independent consultant or project lead.
- Sector Expertise: Familiarity with international medical education standards and regulatory frameworks.
- Accreditation Experience: Demonstrated experience in developing curricula for accreditation, regulatory approval, or quality assurance processes in higher education and/or medical education.
- Competency-Based Medical Education (CBME): Demonstrated experience in designing, implementing, or reviewing competency-based medical curricula.

Required Qualifications:

Consultant
- Focuses on context, systems, and requirements to develop the undergraduate MD / MBBS curriculum
- Lead the curriculum development process
- Provide technical expertise on the integration of the content, competency-based medical education and development of the curriculum to the academic staff who will be the content experts
- Conduct workshops on developing the curriculum and facilitating stakeholder engagement
- Deliver agreed outputs on time
- Develop the overall curriculum framework, including programme learning outcomes, graduate attributes, competencies, and curriculum mapping.
- Develop an assessment framework and blueprint aligned with programme outcomes and competencies.
- Ensure alignment of the curriculum with internationally recognised standards and best practices in medical education.
- Support the preparation of curriculum documentation required for institutional approval, accreditation, and regulatory submission.
- Provide mentoring and capacity-building support to academic staff to ensure sustainability of curriculum implementation and review.
The Maldives National University:
- Provide access to institutional policies, regulatory requirements, and necessary resources.
- Ensure staff participation.
- Provide administrative, coordination and logistical support.
- Facilitate access to relevant stakeholders, including academic staff, clinical partners, regulatory bodies, and external experts, where required.
- Provide relevant institutional and regulatory documentation necessary for curriculum development.

Call for Expressions of Interest (EoI)
The Maldives National University now invites interested and eligible individual consultants and consulting teams to submit their Expressions of Interest (EoI).
Submission Requirements
Interested applicants must provide the following documents:
- Cover Letter: Expressing interest in the consultancy (for teams, this should be signed by the team lead).
- Comprehensive Curriculum Vitae (CV): Detailed CV(s) of the individual or all proposed team members.
- Educational & Professional Qualifications: Verified copies of relevant degrees and certifications for all key personnel.
- Technical Proposal: A brief document outlining the proposed approach, methodology, and understanding of the assignment, and strategy for developing a competency-based medical curriculum aligned with international standards.
- Work Plan & Timeline: A proposed schedule detailing key milestones and deliverables.
- Financial Proposal: A detailed budget Breakdown for the assignment.

Evaluation Criteria
Selection will be based on a Quality and Cost-Based Selection (QCBS) model, with a weightage of 70% for the Technical Proposal and 30% for the Financial Proposal.
A. Technical Evaluation (Max 70 Points)
- Academic & Professional Qualifications (25 Points): Relevance and level of degrees in medicine and medical education.
- Specific Experience (20 Points): Track record in medical education consulting, curriculum design, medical programme accreditation, competency-based curriculum development, assessment design, faculty development, and similar institutional projects.
- Methodology & Approach (15 Points): Quality, feasibility, and understanding of the project requirements.
- Work Plan & Timeline (10 Points): Realism, logical sequencing, and efficiency of the proposed schedule.
Note: Applicants must achieve a minimum score of 49 out of 70 points (70%) on the Technical Evaluation to progress to the Financial Evaluation.
B. Financial Evaluation (Max 30 Points)
- Financial Proposal / Budget (30 Points): Evaluated based on cost-competitiveness. The lowest financial bid will receive the maximum 30 points, with other bids scored proportionally.
