Introduction
Male’ Water and Sewerage Company Pvt. Ltd. (MWSC) requests proposals from qualified parties to develop strategic plans for the period 2027 to 2030. The selected Contractor will be responsible for developing an overarching Strategic Plan for the company, encompassing sub plans for MWSC’s four Strategic Business Unit (SBU) i.e. Utility (water, sewer, power, waste management), Manufacturing (bottled water, ice, pipe, shrink film, preform, stretch film), Engineering Solutions and Trading products and services in all operation centers of MWSC (K. Male’, Hulhumale’, Vilimale’, Thilafushi, Gulhifalhu, K. Maafushi, R.Dhuvaafaru and Hdh. Kulhudhuffushi).
1. Scope of Service
The nominated party shall fulfill the below scope and submit the first draft of the plan within two months of the project award date.
1.1. Conduct Strategic Assessments
Before initiating the business planning process, a comprehensive assessment of the current landscape is essential. This includes understanding MWSC’s existing businesses, conducting market research, analyzing economic conditions, and evaluating the relevance of MWSC’s strategic foundations, including its Mission, Vision, Core Purpose and Core Values, Corporate Objectives.
This shall include;
- Review any existing strategic materials produced from all sources.
- Conducting market research and analyzing current and future market/economic conditions.
- Develop or refine the highest level strategic foundations (excluding MWSC’s core values and core purpose)
- Conduct thorough market assessments for each SBU, including consultations with internal and external stakeholders.
1.2. Develop SBU-Focused Strategies and Core Strategic Pillars
The Contractor shall develop SBU-focused strategies that align with MWSC’s overarching strategic direction.
- Strategic priorities and growth pathways for each SBU
- Core strategic pillars supporting MWSC’s long-term vision
- Cross-functional and enabling strategies that support multiple SBUs
- Strategic synergies across business units
- Strategic responses to market opportunities and sector challenges
1.3. Monitoring, Evaluation and Performance Framework
The Contractor shall develop a Strategic Monitoring and Performance Framework to support effective implementation and tracking of the Strategic Plan.
This framework shall include:
- Key Performance Indicators (KPIs) aligned with strategic priorities
- Baseline metrics and performance targets
- Short, medium and long-term milestones
- Implementation timelines and review cycles
- Monitoring dashboard structure and reporting format
- Accountability framework identifying responsible units
- Early warning indicators and risk monitoring mechanisms
- Recommended governance structure for strategy monitoring
The framework shall enable MWSC to monitor progress, evaluate performance, and make data-driven strategic adjustments.

3. Qualification Requirement
Interested and competent contractors wishing to carry out the above project must submit the following documents.
- Bid Security
- Business Registration Certificate at Economic Ministry (applicable for companies or firms)
- GST Registration (applicable for companies or firms)
- Company Business Information Sheet (Economic Ministry), Generated within 1 month prior to the Bid submission deadline
- Firm’s Experience (Must attach supporting documents)
- Team Qualification (Must attach supporting documents)
Each bidder shall furnish a bid security in the amount of MVR 5,000/-.
Interested parties must register for the tender via the link Bidder Registration between 13th April 2026 and 18th April 2026. Further information and a soft copy of the bid documents will be shared with the registered parties on 19th April 2026.
