The following amendment is made to the Bidding Document for the Lease, Development, Operation and Management of Tourist Resort pursuant to the Invitation for Bids (IFB) number (IUL)88-PS/88/2026/32, dated 08^th February 2026 and Instruction to Bidders (ITB).

• Addition of Sh. Fushifaru (LD0629) to the list of islands and plots of lagoons to be leased under the Invitation for Bids (IFB) number (IUL)88-PS/88/2026/32 dated 08^th February 2026.
• Amendment to the date for obtaining further information and the purchase of bidding documents.
• An additional pre-bid meeting will be conducted to provide further information
• Amendment to the deadline for bid submission.

Hence, the following Clauses of the IFB & ITB are to be amended as below;

a)       Clause 1 of the IFB:

1. The Government of Maldives (hereinafter referred to as the “Government”) represented by the Ministry of Tourism and Environment (hereinafter referred to as the “Ministry”), hereby announces public tendering for the lease, development, operation, and management of a Tourist Resort under Halal Tourism Model (Refer to Annex – 1) in the below mentioned islands and plot of lagoon (hereinafter referred to as the “Islands”), with the specified number of beds (Refer to Annex – 2).

b)      Clause 7 of the IFB:

1. The Bidder is required to propose an amount not less than the minimum specified below, to be paid to the Government as the Lease Acquisition Cost (hereinafter referred to as the “LAC”) for the islands. The LAC shall be paid according to the following schedule:

Payment Schedule:

• First Installment: 50% of the total LAC shall be paid in the first quarter of the 5th (Fifth) year from the date of signing the Lease Agreement.
• Second Installment: The remaining 50% shall be paid in the first quarter of the 6^th (Sixth) year from the date of signing the Lease Agreement, in accordance with the terms outlined in the Letter of Award (hereinafter referred to as the “LOA”).

However, if the property is not operational by the end of the initial construction period of 36 (Thirty-Six) months, the full LAC shall become payable by the end of the first quarter following the expiry of the initial construction period.

c)       Clause 13 of the IFB: 

1. Interested parties may obtain further information and purchase the Bidding Documents from 01^st February 2026 up to the 12^th May 2026, between 09:00hrs to 13:00 hrs, at the following address or via email to [email protected].

d)     Clause 21 of the IFB:  

1. A pre-bid meeting for interested parties will be conducted virtually via Microsoft TEAMS at 10:00 hrs (GMT+5) on Monday, 13th April 2026. Parties wishing to participate must email [email protected] expressing their interest. The email must include the IFB number, participant’s full name, email address, contact phone number, and company name (if applicable).Requests to participate must be submitted no later than 1200 hrs on Sunday, 12th April 2026.

e)      Clause 22 of the IFB:  

1. Bids are to be delivered on or before 1100hrs on Wednesday, 13^th May 2026, to the address in IFB Clause 13 or any other venue that the Ministry may announce.

f)      Clause 1 of the ITB

1. Background

1.1  The Government of Maldives (hereinafter referred to as the “Government”) represented by the Ministry of Tourism and Environment (hereinafter referred to as the “Ministry”), hereby announces public tendering for the lease, development, operation, and management of a Tourist Resort in the below mentioned islands and plot of lagoon (hereinafter referred to as the “Islands”) (Refer to Annex – 1), with the specified number of beds.

g)      Clause 3.5 of the ITB:

3.5 The Bidder is required to propose an amount not less than the minimum specified below, to be paid to the Government as the Lease Acquisition Cost (hereinafter referred to as the “LAC”) for the islands. The LAC shall be paid according to the following schedule:
