REQUEST FOR EXPRESSION OF INTEREST      

01. The Ministry of Social and Family Development invites interested firms to submit their expressions of interest (EOI) for providing Consultancy Services for the Design and Planning of the Center for Disability Services.

02. The objective of this consultancy is to develop a comprehensive Inclusive Infrastructure Plan for the Center for Disability Services, ensuring universal accessibility, operational sustainability, and climate resilience. The plan shall embed inclusive design principles and provide technical documents to enable detailed design and procurement of works for the center.

03. Interested firms must provide specific information which demonstrates that they are fully qualified to perform the services (background of the proponent’s technical expertise, description of any similar assignments undertaken, experience in similar conditions, availability of appropriate skills among staff, value of those services etc.) The shortlisting criteria is set out in the Terms of Reference (TOR).

04. A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Public Finance Regulation of Maldives.

EOI Submission Requirements

Interested firms are invited to submit a Letter of Interest (LOI) and Expression of Interest (EOI) Proposal responding to this TOR. The submission must clearly demonstrate the firm’s capability, capacity, and experience to deliver the assignment.

5.1   Letter of Interest

• Introduction of the firm
• Statement of motivation and interest
• Declaration of understanding of assignment requirements
• Confirmation of eligibility and absence of conflict of interest

5.2      Company Profile

• History and background of the firm
• Areas of specialization and technical competencies
• Certifications, awards, or recognitions
• Evidence of international exposure and experience

5.3   Relevant Experience

• Documentation covering the experiences of at least three(3) comparable projects

5.4   Conceptual Approach

• Preliminary concept or vision for the assignment
• Demonstration of how the firm incorporates inclusivity, accessibility, sustainability, and climate resilience
• Integration of universal design methodologies

5.5   Methodology and Work Plan

• Brief technical approach and tools
• Work plan and timeline aligning with TOR deliverables
• Identification of key milestones

5.6   Project Team and Key Experts

• Organizational chart for the assignment
• List of proposed key experts with summarized CVs demonstrating relevant experience

5.7    Financial Information

• Audited financial statements for the past two (2) years
• Information demonstrating capacity to undertake the consultancy.

5.8   Additional Information

• Any additional materials that support the firm’s competitiveness, including:
  • Specialized tools or methodologies
  • Unique capabilities relevant to inclusive infrastructure planning

06. Based on the EOIs received, the Employer will prepare a shortlist of consultancy firms. A detailed Request for Proposal (RFP) will then be released to the shortlisted firms.
