Assignment Title: Consultancy Services for the Development of a Climate Resilience Strategy for Integration into the SAILS Project and MoHELSD Programmes

The Government of the Maldives has received financing from the World Bank toward the cost of the Sustainable and Integrated Labor Services (SAILS) Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include developing a a comprehensive, evidence-based, and actionable Climate Resilience Strategy that is fully integrated into the SAILS Project’s Active Labour Market Programs, and the wider institutional and policy framework of MoHELSD. This Strategy will need to effectively assess labour market vulnerabilities to climate change, identify skills gaps and training readiness, and develop strategic guidelines, adaptive interventions, an implementation roadmap with M&E, and institutional coordination and capacity building measures. The initial contract duration shall be 4 months from the date of signing the contract.

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Ministry of Higher Education, Labour and Skills Development now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Key Expert

Minimum Qualifications and Experience

Team Leader / Climate Adaptation Policy Specialist

- Education: Master's degree or higher in Climate Change Policy, Environmental Economics, Sustainable Development, or a closely related field.

- Experience: At least 15 years of professional experience leading and managing complex policy advisory projects for governments or international development partners.

- Specific Skills: Proven expertise in climate change adaptation policy, vulnerability assessment, and mainstreaming climate considerations into sectoral policies (e.g., social protection, labor, economic planning). Direct and substantial work experience in Small Island Developing States (SIDS) is mandatory. Prior experience as a Team Leader on World Bank-financed projects is highly desirable. Must possess excellent project management, report writing, and high-level stakeholder facilitation skills.

Labor Market and Skills Development Specialist

- Education: Master's degree in Labor Economics, Human Resource Development, Education Policy, or a relevant social science discipline.

- Experience: At least 10 years of professional experience in the design, implementation, and evaluation of labor market programs (including ALMPs and public employment services) and/or TVET system reform.

- Specific Skills: Demonstrated expertise in conducting labor market assessments, skills gap analyses, curriculum development frameworks, and institutional capacity building for ministries of labor or education. Deep familiarity with ILO standards and Just Transition frameworks is essential. Experience working in developing countries is required; experience in a SIDS context is a strong advantage.

Blue/Green Economy Specialist

- Education: Master's degree in Environmental Economics, Sustainable Development, Marine Science, Renewable Energy, or a related field.

- Experience: At least 10 years of practical experience in economic analysis and strategy development in one or more of the following sectors: renewable energy, sustainable tourism, sustainable fisheries/aquaculture, or circular economy/waste management.

- Specific Skills: Proven ability to conduct value chain analysis, identify green/blue economic opportunities, and translate them into concrete skills requirements. Direct work experience in the Maldives or a similar SIDS economic context is a significant advantage.

Institutional Development and Governance Expert

- Education: Master's degree in Public Administration, Public Policy, Organizational Development, or a related field.

- Experience: At least 10 years of professional experience in public sector reform, institutional analysis, and designing capacity-building programs for government agencies.

- Specific Skills: Expertise in assessing government functions, designing practical Monitoring and Evaluation (M&E) frameworks for public programs, and facilitating inter-ministerial coordination processes. Experience working on the governance and M&E components of World Bank or other MDB-funded projects is highly desirable.

 

1.3.   Firm Experience

1.3.1.   Demonstrated experience in similar assignments

1.3.2.   Previous experience working with government agencies or social protection organizations

1.3.3.   Proven track record in the required technical fields.

1.3.4.   Experience in implementing comprehensive policies and strategies

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
