CONSULTING SERVICES – INDIVIDUAL CONSULTANTS

1. The Government of Maldives has received financing from the World Bank toward the cost of the Maldives; Atoll Education Development Project (AEDP) and intends to apply part of the proceeds for consulting services.

2. The consulting services (“the Services”) includes all the tasks related to Develop a 5-Year Human Resource Development (HRD) Strategy for the Ministry of Education. The assignment is to be approximately for a period of 04 (Four) Months.

3. The detailed Terms of Reference (TOR) for the assignment is attached with this announcement.

4. The Ministry of Education now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are:

  • Master’s degree or higher in Human Resource Development, Education Management, Organizational Development, Public Administration, or related field.
  • Minimum 5 years of relevant experience in human resource planning, capacity development, or education sector reform.
  • Proven track record of developing HRD strategies or capacity building frameworks for public sector institutions or education systems. (At least one successful project in local context)
  • Strong understanding of the local public service sector, with at least one successful project in local context. Experience with local education system will be an added advantage.
  • Demonstrated ability to lead stakeholder consultations and synthesize findings into practical strategic plans.
  • Excellent written and spoken communication skills.

5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

6. A Consultant will be selected based on the EOI submitted and Interview process.
