Youth Perception Study – Symbolic Framework Development

Background

The Raasthaa Project, initiated by the Scout Association of Maldives (SAM) with support from the Canada Fund for Local Initiatives (CFLI), aims to renew the national Scout Youth Program. One key component of this reform is the Symbolic Framework, which brings life and identity to the program through meaningful metaphors, traditions, and themes that resonate with Maldivian youth.

To ensure authenticity and relevance, the project seeks to understand how young people perceive Scouting today—its values, imagery, practices, and relevance—and to extract key engagement messages that can shape the new symbolic elements of the program.

Purpose of the Assignment

To conduct a focused qualitative research study exploring how youth perceive Scouting, and to recommend thematic messages and imagery that can meaningfully connect with the identity and aspirations of Maldivian youth.

Objectives

  • Understand youth perceptions of Scouting’s identity, relevance, and values.
  • Identify the symbols, stories, traditions, or concepts that engage or disengage young people.
  • Recommend key messaging themes and visual/identity cues to inform the symbolic framework.

Submission of Proposals

The Association invites technical and financial proposals from eligible researchers. The proposals should include detailed methodology, detailed work plan, and a detailed budget. Shortlisting criteria are detailed in the attached Terms of Reference (ToR).
