CALL FOR EXPRESSION OF INTEREST (EOI)

For the Lease of 4.411 Hectares from the Tourism Zone Allocated in AA. Mathiveri Finolhu to Design, Develop, Operate, and Manage a Tourist Hotel

                                                Mathiveri Finolhu has been brought within the jurisdiction of AA. Mathiveri pursuant to Presidential Decree No. 8/2023. As per the approved Land Use Plan, developed in accordance with the Decentralization Act and its related regulations, Mathiveri Finolhu is designated as a Tourism Zone. In accordance with the Land Use Plan and Article 5(h)(2) of the Maldives Tourism Act, land allocated for tourism purposes may be leased by the Council.

Accordingly, the Secretariat of the Mathiveri Council (hereinafter referred to as the “Council”) invites eligible local and foreign investors to register their interest by submitting the Bid Registration Form within ten (10) days for the lease of 4.411 Hectares from the Tourism Zone Allocated in AA. Mathiveri Finolhu, for the purpose of designing, developing, operating, and managing a Tourist Hotel.

Bid Registration

1. This Invitation is open to local individuals or registered businesses, and foreign entities eligible to invest under the Foreign Investment Act (Law No. 11/2024). Individuals must be at least eighteen (18) years of age on the date of bid opening.
2. Interested parties must register using the Bid Registration / Bid Purchase Request Form before 12:00 PM on Tuesday, 15th July 2025.
3. The price of the Bidding Documents is MVR 75,000.00 (Seventy-Five thousand Maldivian Rufiyya only).
4. The Bidding Documents will be issued upon submission of the completed registration form and payment of the fee.

Pre-Bid Meeting and Information Session

6. A pre-bid meeting for interested parties will be held on Tuesday, 15^th July 2025 at 1:30 PM at the Secretariat of the Mathiveri Council. (Registered bidders can also be joined via video conference.)
7. For queries related to the bid, please email [email protected] before 12:00 PM on Thursday, 17^th July 2025.
8. The council will assist on site visits if a registered bidder is requested before 12:00 PM on Wednesday, 23^rd July 2025.

Bid Submission

8. Bid submission and opening will take place on Tuesday, 24th July 2025 at 1:30 PM at the Council Meeting Room.
9. Bids submitted by unregistered bidders, bids submitted after the deadline, and bids submitted via email or fax will be rejected.
