  • Coordinate the development and review of Ministry’s policies, programs, and strategic frameworks to ensure alignment with national priorities and sectoral needs.
  • Ensure policy alignment with the government’s manifesto, national development strategies, and relevant international and regional commitments.
  • Represent the Ministry in inter-ministerial committees, technical working groups, and partner coordination platforms, ensuring effective follow-up and alignment with the Ministry’s priorities.
  • Support the design and operationalization of new programs aimed at enhancing service delivery and institutional efficiency.
  • Lead the formulation of the Ministry’s annual work plan in collaboration with relevant departments; monitor its implementation, identify risks, propose mitigation strategies, and ensure timely execution of both short- and long-term initiatives.
  • Apply monitoring and evaluation (M&E) framework to assess the effectiveness and impact of policies, incorporating feedback from key service delivery points such as Family and Child Service Centres (FCSCs), Elderly Care Centres, and Domestic Violence Shelters.
  • Prepare accurate, comprehensive progress reports, including updates on government pledges, key performance indicators (KPIs), and program performance metrics such as “Dhuveli Portal”.
  • Engage with stakeholders to identify bottlenecks in implementation and design people-centred, responsive policy interventions.
  • Coordinate with regional and atoll-level institutions to enhance the coherence, accessibility, and equity of social services across the country.
  • Lead initiatives to build internal policy formulation capacity through targeted training, mentoring, and the development of operational guidelines and tools.
  • Promote a knowledge-sharing culture by documenting best practices, lessons learned, and innovative approaches to policy and program delivery.

 

 

 
  • Minimum of 3 years of experience in government in the field of social policy
  • Master’s degree in public policy, Public Administration, Social Policy, or a closely related discipline.
  • Familiarity with systems and frameworks used in the Maldivian government for policy planning, design, implementation, and monitoring
  • Proven ability to conduct evidence-based policy research and analysis, and prepare official reports, briefs, and documentation on policy areas
  • Experience participating and negotiating within official and cross-government meetings, committees, working groups, etc
  • Immediate familiarity with official government systems and software
  • Proficient in computer skills
  • Excellent time management skills, ability to manage multiple priorities, deadlines and tasks efficiently
