    REQUEST FOR EXPRESSION OF INTEREST

DESIGN AND SUPERVISION CONSULTANCY FOR DESIGNING AND SUPERVISION OF THE CENTRAL COLD CHAIN FACILITY WITH CLIMATE-FRIENDLY DESIGNS AT HULHUMALÉ (CONSULTING FIRM)

1-      The Government of the Republic of Maldives (GoM) (The “Client”) has been allocated grant funds (the “Grant”) from Special Funds resources (Asian Development Fund) which are administered by the Asian Development Bank (ADB) and executed by the Ministry of Finance. The Client intends to apply the funds towards the cost of Responsive COVID-19 Vaccination for Recovery Project under ADB’s Asia Pacific Vaccine Access Facility (APVAX), and intends to apply part of the funds for the payment of services of Design and Supervision Consultancy for Designing and Supervision of the Central Cold Chain Facility with Climate-Friendly Designs at Hulhumalé (consulting firm).

2-      The Ministry of Health (MoH), cancels the Expressions of Interest (EOI) for the reference number (IUL)23-PD(PMS)/23/2022/619 (December 29, 2022) since MoH have not received adequate amount of eligible EOI’s and re-invites interested eligible firms to submit their EoI.

3-      The main objective of this assignment is engage a consulting firm to design and estimate the new building construction at Hulhumale’, develop the Bill of Quantities (BOQ) for the construction of the new building, assist the client in the procurement of a civil works contracting firm for the construction of the 6-storey approximately 4000 sq meter building at Hulhumale’, provide construction supervision and monitoring services during construction stage and manage the handover of the completed building along with all the approved documents as per the conditions set out in the contract documents to the MOH.

4-      The Ministry of Health (“the Employer”) invites eligible firms to indicate their interest in providing the services. Interested firms must provide specific information which demonstrates that they are fully qualified to perform the services (background of the firm’s technical expertise, description of any similar assignments undertaken, experience in similar conditions, availability of appropriate skills among staff, value of those services etc.).

5-      A firm will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the “Procurement Regulations for ADB Borrowers (2017, as amended from time to time.)”

7-      Interested Consultancy Firms shall submit their EOI online at ADB Consultant Management System (CMS) - Consulting Services Recruitment Notices (CSRN) website    (http://csrn.adb.org) in accordance with the instructions contained therein. All other forms of submission including hard copy will not be considered for evaluation. The deadline for the submission of the EOIs is on 1100 hours Maldivian Time on 14^th May 2023.
