REQUEST FOR BIDS GOODS

(Without prequalification)

1. The Government of the Republic of Maldiveshas received financing from the World Bank toward the cost of the Accelerating Renewable Energy Integration and Sustainable Energy (ARISE) Project and intends to apply part of the proceeds toward payments under the following contracts: 

Design, Supply, Installation and Commissioning of Battery Energy Storage Systems (BESS) on Selected Islands in Maldives

LOT ONE: 23-MW/23-MWh Battery Energy Storage Systems (BESS) on locations at Addu City mainland and Hulhudhoo-Meedhoo, Fuvahmulah City, GDh. Thinadhoo, Kulhudhuffushi City, B. Eydhafushi and Lh. Hinnavaru.

LOT TWO:  13.5-MW/17-MWh Battery Energy Storage Systems (BESS) on locations at L. Atoll Islands (Fonadhoo, Gan, Dhanbidhoo, Isdhoo-Kalaidhoo, Maabaidhoo, Maamendhoo, Kunahandhoo-Hithadhoo and Maavah), Lh. Naifaru, Dh. Kudahuvadhoo, GA. Villingili and Sh. Funadhoo.

The current bidding is for both contracts: Lot 1 and Lot 2. Bidders may bid for one or both lots. If the bidders participating in the bidding for both lots, want to be awarded both contracts, they should meet the qualification requirements on an aggregate basis for both lots.

2. The National Tender Ministry of Finance, on behalf of Ministry of Environment, Climate Change and Technology (the Employer) now invites sealed Bids from eligible Bidders for the above Bids. The works related to this Contract is for Design, Supply, Installation and Commissioning of Battery Energy Storage Systems (BESS) and Energy Management Systems (EMS) to achieve effective operation of solar PV diesel hybrid power systems in the selected islands grids. The implementation period is 12 months. Further details are available in Section VII – Employer’s Requirements, of the Bidding Document. The details about the required Bidders’ specific experience and capabilities are available in Section III- Evaluation and Qualification Criteria, of the Bidding Document.

3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers - Procurement in Investment Projects Financing” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. In order to receive updated information related to the current bidding, the interested eligible Bidders are required to register with the National Tender Ministry of Finance for the current bidding, from August 04, 2022 to October 20, 2022, between 0800hrs and 1400hrs on all working days by: (a) payment of a non-refundable Registration Fee of MVR 1,500.00 (Maldivian Rufiyaa One Thousand and Five Hundred) or USD 100.00 (United States Dollars One Hundred), through the online payment portal - Ban'deyri Pay (https://bandeyripay.finance.gov.mv/) or by electronic transfer to a designated bank account, information of which can be requested through email to email addresses in Clause 9. of this request; and (b) e-mailing the following information to the e-mail addresses in Clause 9. of this request:

• Name and Address of the Bidder;
• Name, e-mail ID and telephone numbers of the Contact Person(s); and
• Copy of the Payment/Transaction Receipt.

5. A complete set of the Bidding Document and related documentation is available from August 04, 2022 on the Ministry of Finance website www.finance.gov.mv/tenders for downloading. The Employer shall not be held liable for any information not received by the Bidder, and it is the Bidder’s responsibility to verify the website for the latest information related to this request.

6. Interested eligible Bidders may obtain further information by writing to the National Tender Ministry of Finance at the address in Clause 9. or by writing to the email addresses in Clause 9. of this request.

7. All Bids must be accompanied by a Bid Security. The value of bid security for separate lots are as follows:

Lot One: USD 240,000.00

Lot Two: USD 160,000.00

8. Bids must be delivered to the address in Clause 9. below on or before October 27, 2022 at 01:00 PM Male’ Time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below in Clause 9. on October 27, 2022 at 01:00 PM Male’ Time.
