Provision of Water Supply Facility in K.Thulusdhoo

1. State Electric Company Limited (STELCO) invites sealed bids from interested and eligible parties for the above captioned tender.This request for proposal is open for both local and international bidders.

2. Interested and eligible Bidders may purchase a complete set of Bidding Documents from STELCO’s head office in Male’, during the following dates specified in the table below. Upon payment of a non-refundable fee of MVR 1,000.00 (Maldivian Rufiyaa One Thousand Only) or equivalent in USD, in cash or telegraphic transfer, documents shall be issued via email on all working days during the following dates mentioned in the table below

• Only Bidders who purchase the Bidding document can participate, and thus, the bid document is not transferable.

1. Minimum Eligibility Criteria

The bidder keen quoting for the work should satisfy the following minimum eligibility requirement:

• Only bidders who are registered under Ministry of National Planning, Housing and Infrastructures Utility Contractors Regulation Registries UC01 grade UC01-01, UC01-02 and UC01-03 can participate in the bid. 

• If a foreign bidder would like to participate then it is required that the company has experience in minimum 01 similar projects within the past 05 years.

• Bidder should provide an audited financial statements for the past 05 years with the TE forms. The documents should evidently show that the company is financially capable to carry out the project.

The proposals which do not meet above conditions will not be evaluated. The verification of the minimum requirements may involve contacting directly with the owners of previous project completed by the bidders.

• Bidder should provide bank statement of the past 06 months. The documents should evidently show that the company is financially capable to carry out the project with own fund (10% of the proposed bid value) to carry out the project without any interruption.

1. The Bid Validity shall be minimum sixty (60) days from the date of Bid opening. All Bids shall be accompanied with a Bid Security of MVR 300,000.00 (Three Hundred Thousand Rufiyaa Only) or equivalent in United States Dollar which is valid for Thirty (30) days beyond the validity of the bid. The Performance Security shall be 15% of the Bid Price. Bid Security and Performance Security shall be a bank guarantee letter (as per the format in the bid document), bank draft or an insurance policy.

1. A pre-bid meeting shall be held on Thursday, 11^h August 2022 at 11:00hrs local time. More details regarding the pre-bid meeting will be emailed to the bidders who purchase the bid document.
2. All Bids shall be forwarded and reach the below address on or before Thursday, 17^th August 2022, at 13:00 hrs.
3. The Bids shall be addressed as follows:

• STELCO shall not be liable for the misplacement or premature opening for the unlabeled proposals.

1. Further instructions regarding the bid opening meeting will be emailed to the bidders who purchase the bid document.

10. It is in STELCO’s discretion to reject/cancel any bid which does not fulfil or comply with the above terms, at any time during the bid evaluation process. Also it is in STELCO’s discretion to cancel this invitation to bid at any time.
