Assignment Title:Consultancy service for the SFD (Saudi Fund for Development) MIFCO Projects (Cold storages)

1. The Government of Maldives has received financing from the Saudi Fund for Development (SFD) towards the Development of Fisheries Sector Project, and intends to apply part of the proceeds for Consultancy services for the development of new cold storage facilities and expansion of existing cold storage facilities.

2. The consulting services (“the Services'') includes (i) development of tender documents including basic engineering drawings for the facilities; (ii) assistance during the tendering stage; (iii) supervision of project activities following the contract signing date of the projects. The assignment completion period is 540 days after the contract signing date.

4. The Ministry of Finance (MoF) on behalf of the Ministry of Fisheries, Marine Resources and Agriculture (“the Employer”), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) A minimum of 10 year general experience,  (ii)Experience in cold storage and refrigeration complex design and supervising consultancy projects with similar scope, (iii) Experience in consultancy for power generation and distribution (iv) Experience in  working in small islands, (v) Adequacy of the proposed layout design, proposed methodology and utilization of facilities and quality of machinery and equipment proposed with respect to the terms of reference (vi) Availability of Key Experts. Key Experts will not be evaluated at the shortlisting stage.

5. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

6. A consultant will be selected in accordance with the guidelines for the Procurement of Goods and Contracting for the Execution of Works and the Use of Consultants of the Development Institutions Members of the Coordination Group – First edition 1995.
