INVITATION FOR BIDS  

1. The Ministry of Finance on behalf of Ministry of Fisheries, Marine Resources and Agriculture (“the Employer”) wishes to bring the following changes to the Invitation for Bids reference (IUL) 13-K/13/2021/86 for the Contract Packages named below and invites bids from eligible and qualified bidders.

2. Only Maldivian and Saudi Arabian Bidders (firms) are eligible to bid for these tenders. Maldivian Bidders must be a listed member of the National Contractors Registry (NCR). Registration is not required for Saudi bidders at this stage. However, Saudi bidders shall submit the documents as per Clause 13 of ‘Construction Industry Contractor’s Regulation’ at the time of submission. Saudi bidders shall be responsible to ensure that they confirm with required registration under ‘Construction Industry Contractor’s Regulation’, Foreign Investment Registration and Foreign Direct Investment Policy requirements of Maldives prior to bid submission.

3. International Competitive Bidding (ICB) will be conducted in accordance with the procedures specified in the Saudi Fund for Development’s ‘Guidelines for the Procurement of Goods and Contracting for the Execution of Works’. Qualifications requirements are stated in the Bidding Document.

5. Interested Bidders shall register with the Ministry of Finance, from 04^th April 2021 to 08^th August 2021 by:

a)   payment of a non-refundable Registration fee of MVR 1,500.00 (Maldivian Rufiyaa One Thousand Five Hundred) or USD 100.00 (United States Dollar One Hundred), through our online payment portal - Ban'deyri Pay (https://bandeyripay.finance.gov.mv/), or by electronic transfer to a designated bank account, information of which can be requested through email to above given email addresses, and;

b)   Once the payment has been confirmed, the Bidder shall be registered upon submitting in person or by electronic mail, the following information:

• Name and Address of the Bidder
• Name, Email address and contact number of the Contact Person(s)
• Copy of the Payment/Transaction Receipt.

6. A complete set of Bidding documents and related documentation shall be available on the Ministry of Finance website www.finance.gov.mv for downloading. The Ministry of Finance shall not be held liable for any information not received by the Bidder, and it is the Bidder’s responsibility to verify the website for the latest information related to this invitation for bid.

7. Any clarifications to the project may be sent to the address in Clause 4 of this invitation for bids on or before 1400 Hours Maldivian Time on Wednesday, 14^th July 2021.

8. The Bidder shall furnish a Bid Security for each of the project for the amount specified in Clause 1 of this Invitation. The Bid security shall be valid for 148 days from the date of bid opening.

9. Bids shall be valid for a period of 120 days from the date of bid opening and shall be sealed and delivered to the Ministry of Finance at the address specified in Clause 4 of this Invitation for Bids, on or before 1100 hours Maldivian Time on 12^th August 2021, at which time they will be opened in the presence of the Bidders who wish to attend the bid opening. Late bids will be rejected.
