1. The Government of the Republic of Maldives has received financing from the International Development Association – The World Bank towards the implementation of Maldives Clean Environment Project (implemented by the Ministry of Environment), and intends to apply part of the proceeds for the construction of Waste & Resource Management Centres in 6 islands of Zone 4 & 5.
2. The Ministry of Finance on behalf of Ministry of Environment (the Employer), invite bids from eligible and qualified bidders for the construction of Waste & Resource Management Centers in 6 islands of Zone 4 & 5. Bidder may submit bid for either one or more Lots, as described below and in the attached Bidding Document.

3. All contractors shall adhere to National Contractors Registry and all relevant guidelines and shall seek any permits, if required, applicable at the time of contract award.
4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” of July 2016 - (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
5. The Bidder shall be registered to submit a bid upon payment of a non-refundable Registration fee of MVR 1500.00 (Maldivian Rufiyaa Thousand Five Hundred) or equivalent in USD, for the project from 25th February 2021 to 1st April 2021by: : (a) payment of a non-refundable Registration fee of MVR 1,500.00 (Maldivian Rufiyaa Five Hundred), through our online payment portal - Ban'deyri Pay (https://bandeyripay.finance.gov.mv/) and, (b) e-mailing the following information to the below given e-mail addresses:
- Name and Address of the Bidder
- Name, e-mail ID and telephone numbers of the Contact Person(s)
- Copy of the Payment/Transaction Receipt.
6. A complete set of bidding documents and any information that shall be delivered to the prospective bidders, will be available for download from the Ministry of Finance website www.finance.gov.mv from 26th February, 2021.
7. Bidder shall furnish a Bid Security” as mentioned in Clause 2 of this Invitation. Bid security shall be separately submitted for each Lot.
8. Any clarifications to the project may be sent to below given mail addresses on or before March 11th 2021 at 1330 hours
9. Bids shall be valid for a period of 90 days from the date of bid opening and shall be delivered to the Ministry of Finance at the address specified in Clause 10 of this Invitation for Bids, on or before 1100 hrs Maldivian Time on 4th April 2021, at which time they will be opened in the presence of the Bidders who wish to attend the bid opening. Bids must be Sealed and should properly be labeled with the Lot No., Project Name, Bid opening date & time and name of the bidder. Late bids will be rejected
