The Government of the Republic of Maldives has received financing from the World Bank toward the cost of the Saafu Raajje - Maldives Clean Environment Project for Zone IV and V, and intends to apply part of the proceeds for Consultancy Assignment for the Revision of National Solid Waste Management Policy and Preparation of a National Solid Waste Management Strategy.

 

The main objective of this assignment is to review/revise the existing solid waste management policy and develop a long-term strategic plan for solid waste management and to channel the activities related to the current policy implementation at national level. This component will also be guided by the priorities emerging from the current draft of the SWM bill which is being processed by the ME and AG office for deliberation in the parliament for the new year.

 

The Ministry of Environment now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) experience in formulating waste related legal frameworks, (ii) experience in carrying out financial and economic analysis for developing integrated solid waste management systems, (iii) experience in carrying out environmental and social impact assessment, (iv) experience of working in small islands states, and (v) particular experience of working in Maldives will be an added advantage.

 

The attention of interested consulting firms is drawn to paragraphs 3.14, 3.16, 3.17 and 3.18 of the World Bank Procurement Regulations for Borrowers under Investment Project Financing, dated July 1, 2016, setting forth the World Bank’s policy on conflict of interest.

 

Consulting firms may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

 

A consulting firm will be selected in accordance with the Quality Cost based selection (QCBS) method set out in the World Bank Procurement Regulations for Borrowers under Investment Project Financing, dated July 1, 2016.

 

 

Expressions of interest must be delivered in a written form to the address below (in person, or by mail) by 1330 hrs Maldivian time on May 08, 2019.

 

The TOR for the consulting services is attached with this REOI and will also be available on the Ministry website www.environment.gov.mv.
