Male’ Water & Sewerage Company Pvt Ltd (MWSC) invites interested and qualified tenderers to submit proposals for the “Design, Build, Own, Operate and Transfer / Power Purchase Agreement for Warehouse, Solar PV, Battery Energy Storage System and Hybrid Control System for R. Dhuvaafaru - Contractor Financed Basis”

Introduction:

Male' Water and Sewerage Company Pvt Ltd operates essential utility infrastructure at R. Dhuvaafaru. The island power system is currently dependent on diesel generator operation to supply operational, domestic, institutional and utility loads.

MWSC intends to implement a Solar PV and Battery Energy Storage System hybrid solution at R. Dhuvaafaru to reduce diesel consumption, reduce carbon emission, improve generator operating efficiency, increase renewable energy contribution and improve overall power system resilience.

MWSC has received approximately 6,000 m2 of land for this project. The land is intended to be developed with a warehouse that also functions as the Solar PV support structure. The warehouse shall be designed to provide practical operational use while enabling safe rooftop PV installation and maintenance.

MWSC shall provide the conceptual warehouse requirements and any available site information. The Supplier shall be responsible for concept validation, detailed design, engineering, supply, civil works, construction, installation, testing, commissioning, operation and maintenance of the complete project under the agreed PPA / BOOT structure.

Qualification Requirements:

Interested and qualified tenderers wishing to undertake this project shall meet the following requirements and submit the relevant supporting documents:

• Business Registration Certificate.
• Company Profile / Portfolio.
• Valid National Contractor Registration (NCR) Certificate in the category of GC01-06 or GC02-06 and above (This document is required to be submitted by Locally registered tenderers only)
• GST Registration Certificate (This document is required to be submitted by Locally registered tenderers only)
• Company Business Information Sheet (Economic Ministry), Generated within 1 month from the Bid submission deadline (This document is required to be submitted by Locally registered tenderers only)
• MIRA Tax clearance Report (Valid tax clearance certificate issued within 6 months prior to the bid submission deadline) - (This document is required to be submitted by Locally registered tenderers only)
• Evidence of previous projects of comparable nature and complexity.
• Demonstrated financial capacity and or access to financing to support the required Supplier Financing arrangement.

Registration Process:

Interested tenderers are required to register for the tender through the link Bidder Registration between 24^th September 2026 to 01^st October 2026. Further information and a soft copy of the tender documents will be shared with the registered tenderers on 08^th October 2026.

Bid Security & Performance Guarantee:

Each Bidder must furnish a bid security of MVR 150,000/-, in the form of a bank guarantee issued by a reputable bank. Where the issuing bank is located outside the Republic of Maldives, it must have a correspondent bank in the Republic of Maldives through which the guarantee can be enforced.

The successful vendor must furnish to the Employer a performance Bank Guarantee in an amount equal to ten percent (10%) of the Contract sum within Fourteen (14) days of receipt of the notification of award from the Employer.
