State Trading Organization Plc (STO) invites interested and eligible vessel builders to meet the requirements set out in this announcement to submit written Expression of Interest (EOI) for building fuel barges.

1.    Requirement

The shortlisted applicants will be invited to submit a more detailed proposal through a restricted Request for Proposal.

2.    Criteria for shortlisting applications

a)      The applicant shall have successfully completed the construction of at least three (3) similar types of vessels, each having a similar or higher capacity than the vessel specified in the above table.

b)      The applicant shall have a well-established shipyard registered under the applicant’s business.

3.    Submission of EOI

a)      The applicant must express their interest in undertaking the construction of all fuel barges, as part of this Expression of Interest.

b)      Applications submitted as a Joint Venture (JV), consortium, partnership, or any other form of joint association between two or more entities will not be accepted.

c)      The EOI shall be typed, written and signed by the applicant or a person or persons, duly authorized by the applicant to submit the proposal.

d)      The applicant shall submit their EOI via email to [email protected] clearly subjected “Building fuel barges.”

e)      STO may, at its discretion, extend this deadline for the submission of the EOI, in which case all rights and obligations of STO and applicants previously subject to the deadline will thereafter be subject to the deadline as extended.

f)       Any EOI received by STO after the deadline for submission of EOI will be rejected.

g)      The applicant may withdraw its EOI after submission, provided that written notice of the withdrawal is received by STO prior to the deadline for submission. No EOI may be modified after the deadline for submission of EOI.

4.    Required documents

• Business License / Business Registration Certificate.
• Yard Registration certificate
• Business Profile.
• Evidence of successfully completed the construction of at least three (3) similar types of vessels.
• If STO requests to provide recent 2 years financial audit reports, applicants must provide.

○ Independent auditor’s report and audit opinion

○ Statement of comprehensive income

○ Statement of financial position

○ Statement of cash flows

○ Notes to the financial statements

5.   Tendering Process

Registration & bid document: Tenderers can register via email to [email protected] along with the company certificates and documents required to verify the eligibility criteria.

Deadline for registration: 24^th September 2026, 4PM (Maldives Time)

ONLY Eligible Tenderers can participate in the tender.

A complete set of Bidding Document in English will be sent via email only to the parties who have successfully registered and are eligible under the tender.
