INVITATION FOR EXPRESSION OF INTEREST (EOI) Appointment of a Project Management Firm for the K. Thilafushi Port Development Project

1. Invitation

Maldives Port Development Pvt Ltd ("MPD") invites Expressions of Interest from qualified and experienced firms for appointment as MPD’s Project Management Firm and owner’s representative for the K. Thilafushi Port Development Project (the "Project").

This EOI is intended to identify and shortlist suitably qualified firms. Shortlisted Applicants may subsequently be invited to participate in a detailed Request for Proposals (RFP) process. No financial proposal or fee quotation is required at the EOI stage.

2. Project Overview

The Project will establish a major multi-purpose commercial port at K. Thilafushi, approximately 11 kilometres west of Male’. It is intended to increase national cargo-handling capacity, reduce congestion at Male’ Commercial Harbour and support the long-term trade and economic development of the Greater Male’ Region.

The integrated programme is anticipated to include:

  • an international quay capable of accommodating two design vessels concurrently;
  • domestic and perishable-cargo quays;
  • dredging, reclamation, ground-improvement and associated marine works;
  • container-terminal yards, terminal buildings, warehouses and supporting facilities;
  • utilities, power generation, fuel, ICT and internal-road infrastructure; and
  • port equipment, operational systems and associated interfaces.

 

Engineering design is being prepared separately, and construction is expected to be delivered through one or more EPC/turnkey and other works contracts. The Project Management Firm will support MPD across the design, procurement, construction, testing and commissioning, handover and defects-liability stages.

3. Anticipated Scope of Services

The anticipated services include integrated project management and owner-side oversight across all Works Contracts within the Project. The detailed scope will be issued at the RFP stage and is expected to include:

  • project governance, execution planning, stakeholder coordination and interface management;
  • design management, design-review coordination, constructability and operability review;
  • integrated schedule management, critical-path analysis and recovery planning;
  • cost control, payment review, variation assessment, forecasting and cash-flow reporting;
  • procurement oversight for long-lead equipment, manufacturing, logistics and factory acceptance testing;
  • construction management and monitoring of marine, dredging, reclamation, civil, structural, MEP and terminal works;
  • quality assurance and quality control, audits, inspections, testing and non-conformance management;
  • health, safety, security and environmental compliance monitoring;
  • risk management, contract administration, claims and extension-of-time assessment, and dispute avoidance;
  • document control, digital project controls, dashboards and KPI reporting;
  • testing, commissioning, system integration, operational readiness and handover; and
  • defects-liability management, final accounts and project close-out.

The Project Management Firm will work under the direction of MPD’s Project Management Office and may exercise only the authority delegated by MPD in writing. All approval authority remains with MPD.

4. Minimum Firm Qualifications

  • At least twenty-five (25) years of experience providing project management, owner’s representative or owner’s engineer services for major port, marine or coastal infrastructure projects. For a joint venture, association or consortium, this requirement must be met by the lead firm.
  • At least three (3) comparable owner-side project management or owner’s engineer assignments completed or substantially undertaken within the past ten (10) years, including at least one container or multi-purpose commercial port project.
  • Demonstrated experience administering EPC/design-build contracts under FIDIC forms on behalf of employers.
  • Access to suitably qualified project-management, commercial, marine, civil, structural, geotechnical, MEP, environmental, HSE and document-control personnel.
  • No actual, potential or perceived conflict of interest with MPD, the Project’s Design Contractor, or any existing or prospective Works Contractor or their affiliates.

Joint ventures, associations and consortia are permitted, provided that a lead entity is clearly identified and the proposed legal and liability arrangements are disclosed. International firms may associate with suitably qualified local subconsultants.

5. Indicative Key Personnel

Applicants should demonstrate access to an appropriately qualified multidisciplinary team, expected to include:

  • Project Director and Project Manager
  • Cost Control Manager
  • Civil and Structural Engineer
  • Marine/Port Engineer and Marine Coordinator
  • Geotechnical Specialist
  • Mechanical and Electrical Engineer
  • Environmental Specialist
  • Health and Safety Engineer
  • Document Controller

Final positions, minimum qualifications, personnel commitments and deployment schedules will be specified in the RFP.

6. EOI Submission Requirements

Applicants shall submit one complete EOI in English containing:

  1. Formal Letter of Expression of Interest Signed by an Authorized representative.
  2. company profile, legal status, ownership structure and organizational overview;
  3. Certificate of Incorporation or Business Registration;
  4. details of any joint venture, association, consortium or proposed subconsultants, including the lead entity and respective roles;
  5. an understanding of the assignment and concise proposed approach to governance, project controls and interface management;
  6. details of at least three comparable assignments, including scope, contract value where disclosable, dates, client and reference contact details;
  7. an indicative team structure and brief profiles or CVs of proposed key personnel;
  8. a statement of current workload, availability, capacity and ability to mobilize;
  9. a summary of quality assurance, document-management and digital project-controls capabilities; and
  10. a signed declaration of actual, potential or perceived conflicts of interest.

       Important: A financial proposal or fee quotation shall not be included at this stage.

Clarification requests shall be submitted by the stated deadline. MPD may issue clarifications or addenda by email and/or through the publication channel used for this EOI.

9. Next Steps

This EOI constitutes the initial market-sounding and prequalification stage of the procurement process. MPD intends to assess the submissions and may shortlist qualified firms and/or joint ventures/consortia. Shortlisted applicants may be invited to participate in a subsequent Request for Proposal process and submit detailed technical and financial proposals.

The final scope, procurement method, form of contract, commercial structure and technical requirements will be determined by MPD following its assessment of the EOIs and completion of all applicable internal approvals. Issuance of this EOI does not oblige MPD to proceed with an RFP or award any contract.
