Introduction

Male’ Water & Sewerage Company Pvt Ltd (MWSC) invites interested and qualified vendors to submit proposals for the “Supply of Smart Water and Electricity Metering Systems, Communication Equipment and Calibration / Verification Benches”

Interested vendors are requested to review the attached Technical Requirements & Scope of Work for the detailed scope of work and requirements, and to follow the schedule below to complete the registration process and proposal submission process.

Scope of Work

The selected vendor shall provide a complete Smart Water and Electricity Metering Solution, including the associated communication equipment, calibration/verification equipment, integration support and supplier financing. The scope includes, but is not limited to, the following:

• Smart Water Metering System

-          Supply smart ultrasonic water meters of various sizes.

-          Supply LoRaWAN gateways and LoRaWAN Handheld Units (HHU).

-          Provide remote meter reading, monitoring and authorized service control functionality.

-          Provide the required system configuration and integration support with MWSC's existing ICT/IoT platform.

• Smart Electricity Metering System

-          Supply single-phase and three-phase smart electricity meters.

-          Supply Data Concentrator Units (DCU) and associated communication equipment.

-          Provide remote meter reading, monitoring, event retrieval and authorized disconnect/reconnect functionality.

-          Provide integration support with MWSC's existing ICT systems.

• Meter Calibration and Verification Equipment

-          Supply a water-meter calibration/testing bench.

-          Supply a compact 3-position single-phase energy-meter calibration/verification bench.

-          Supply a compact 3-position three-phase energy-meter calibration/verification bench.

-          Provide all associated software, reference equipment, accessories, calibration certificates and operator training.

• Testing, Documentation and Support

-          Factory calibration/verification of all supplied meters prior to shipment.

-          Factory Acceptance Testing (FAT) and required quality-control documentation.

-          Supply individual meter factory test/calibration records.

-          Provide technical documentation, training, warranty and after-sales support.

• Supplier Financing

-          The project is intended to be procured on a Supplier Financing Basis.

-          The vendor shall propose a suitable financing arrangement in accordance with MWSC's requirements.

Qualification, Preliminary & Technical Requirements

Interested and qualified vendors wishing to undertake this project shall meet the following requirements and submit the relevant supporting documents:

• Business Registration Certificate.
• Company Profile / Portfolio.
• Demonstrated experience in the supply and/or implementation of smart utility metering systems.
• Relevant experience with smart water metering and/or smart electricity metering systems.
• Manufacturer authorization for the principal equipment offered where the bidder is not the manufacturer.
• Evidence of previous projects of comparable nature and complexity.
• Demonstrated capability for factory testing, calibration/verification and quality assurance of the proposed meters.
• Availability of qualified technical personnel for metering systems, communication/integration and calibration equipment.
• Demonstrated capability to provide warranty, after-sales technical support and spare parts.
• Demonstrated financial capacity and/or access to financing to support the required Supplier Financing arrangement.

Registration Process

Interested vendors wishing to participate in this tender must complete the registration form through the link provided below during the registration period from 03^rd September 2026 to 09^th September 2026.

Vendors who complete the registration form within this period will receive an email from MWSC on 10^th September 2026 regarding the payment instructions for the non-refundable participation fee of Maldivian Rufiyaa (MVR) 20,000. The email will be sent to the address provided on the registration form. The participation fee must be paid in accordance with the instructions provided in the notification and within the payment period of 10^th September 2026 to 13^th September 2026.

Only vendors who have completed the registration form and paid the participation fee within the specified period will be registered as participants for this tender.

Tender Schedule

Bid Security & Performance Guarantee

Each vendor must furnish a bid security of USD 10,000/, in the form of a tender security from a bank only. The tender security shall be issued by a reputable institution. Where that institution is located outside the Republic of Maldives, it shall have correspondent banking institution located in the Republic of Maldives to make it enforceable.

The successful vendor must furnish to the Employer a performance Bank Guarantee in an amount equal to ten percent (10%) of the Contract sum within Fourteen (14) days of receipt of the notification of award from the Employer.
