Job Responsibilities
|
- Operate the Permit to Work system covering hot work, confined space entry, working at height, excavation, line breaking and underwater work at the jetty. • Enforce gas testing, isolation and lock-out/tag-out, and hazardous area (Zone 0/1/2) compliance around gasoline tanks, vapor spaces, pump rooms and loading gantries.
- Control static electricity, bonding and earthing, and vapor ignition risks during gasoline receipt, loading and tank cleaning
- Conduct daily field inspections of tank farm, bunds, manifolds, pump house, gantry and jetty; log unsafe acts and conditions and drive them to closure and conduct JHA and JSA. • Manage contractor HSE performance: induction, method statement review, toolbox talks and field supervision.
- Jetty and Marine Transfer
- Verify ship/shore safety checklist completion and the pre-transfer meeting for every tanker discharge.
- Inspect hoses, quick-release couplings, emergency shutdown systems and mooring arrangements, witness pressure testing and certification.
- Enforce jetty controls: no smoking and no naked light zones, hot work embargo during transfer, safe access, life-saving appliance readiness and personal flotation devices for work over water
- Ensure oil spill containment equipment (booms, skimmers, sorbents, approved dispersants) is inspected, and ready before every transfer.
- Coordinate with vessel masters, the port and harbor authority, and the MNDF Coast Guard on transfer safety and incident notification.
- Environmental Compliance • Ensure compliance with Maldives EPA requirements, MARPOL Annex I and the terminal’s environmental permits
- Maintain the Oil Spill Contingency Plan and Tier 1 response capability; verify bund integrity, interceptors and oily water discharge monitoring.
- Manage hazardous and general waste handling, sludge disposal and environmental record keeping.
- Emergency Preparedness
- Maintain inspection and test schedules for foam systems, deluge, hydrants, monitors, extinguishers and flammable gas and flame detection.
- Plan and run drills covering tank fire, gasoline spill, jetty and vessel emergency, ESD activation, medical evacuation and site evacuation; document lessons learned.
- Maintain the Emergency Response Plan and liaison with MNDF Fire and Rescue, Coast Guard, port authority and neighboring island stakeholders
- Compliance, Investigation and Reporting
- Ensure compliance with Maldivian occupational safety, fire and environmental regulations, port rules, ISPS Code security requirements and company standards
- Investigate incidents, near misses and spills to root cause; issue reports and track corrective actions to closure.
- Compile monthly HSE statistics (LTI, TRIR, near-miss reporting rate, audit closure) for management review.
- Training and Safety Culture
- Deliver HSE induction and refresher training for staff, contractors, tanker drivers and boat crew
- Lead the terminal HSE function and drive near-miss and behavioral safety reporting.

Required Qualifications
|
- Diploma or bachelor’s degree in engineering, Occupational Health and Safety, or Environmental Science
- NEBOSH IGC or an equivalent recognized HSE certification
- 1-3 years of HSE experience in an oil, fuel terminal, marine or petrochemical environment; white product (gasoline) handling experience preferred
- Working knowledge of permit to work, confined space entry, hazardous area classification, static and bonding control, fire protection systems and incident investigation.
- Practical Knowledge of oil spill response and marine pollution control
- Trained in first aid and basic firefighting; comfortable working overwater and travelling by small craft.
- Computer literate for HSE reporting and record keeping
- Medically fit for outdoor field duty in heat and humidity
