Development and Implementation of an Integrated Mobile Application and Supporting Platforms for Payment Maldives Private Limited
1. Payment Maldives Private Limited (Payment Maldives) is a dedicated legal entity fully owned by Maldives Monetary Authority (MMA), the central bank of the Republic of Maldives, established in accordance with the National Payment System Act (8/2021). The company is registered under the Companies Act (7/2023), for the primary objectives of building an efficient, inclusive payment infrastructure that drives national economic growth and fosters financial inclusion.
2. Payment Maldives is seeking a qualified technology partner to design, develop, integrate, and implement a unified mobile application. The mobile application and its associated platforms are intended to establish a national, interoperable, secure, and future-ready digital payments ecosystem that connects consumers, merchants, banks, payment service providers, government entities, and ecosystem partners through open APIs.
3. The detailed RFP outlining the full scope of work, functional and technical requirements will be shared with the registered bidders who declare their interest to participate in the bid before the registration deadline. Please ensure the document is thoroughly reviewed prior to the submission of bid documents.

5. The RFP will be shared with the registered bidders by 1600hrs (Maldives Time) of 9th July 2026 (Thursday).
6. Bidders requiring any clarification of the Bidding Documents, shall email their queries to [email protected] before 12:00 hours (Maldives Time) of 22nd July 2026 (Wednesday). The response to clarifications shall be provided by Payment Maldives before 1600 hours (Maldives Time) of 23rd July 2026 (Thursday).
7. All bid documents must be submitted in person. The details for submission will be shared along with the RFP to the registered bidders.
