Invitation for Expressions of Interest (EOI)

The Ministry of Higher Education, Labour and Skills Development invites Expressions of Interest (EOI) from eligible and experienced training institutions and centres to deliver Foreign Language Courses under the Foreign Language Communication Skills Programme.

Programme Objective

The objective of this programme is to enhance the language proficiency of Maldivians working in, or aspiring to join, the tourism sector by training them to communicate effectively in the languages most commonly spoken by visitors to the Maldives. Through this initiative, the Ministry aims to equip participants with the confidence and skills needed to interact professionally and courteously with tourists, thereby improving the overall service quality of the tourism industry.

Target Group

This programme is targeted towards:

• Individuals currently employed in the tourism sector; and
• Those seeking to pursue employment opportunities within the sector.

Terms of Reference (ToR)

The detailed Terms of Reference (ToR) outline the eligibility requirements, scope of services, responsibilities, and duration of engagement for the selected training providers. Interested institutions may request the ToR via email at the address provided below. Shortlisting will be based on the criteria stated in the ToR. Please note that the quality of proposed trainers will not be assessed during the shortlisting stage.

Submission Guidelines

• Training providers must submit a separate Expression of Interest for each language they wish to offer.
• EOIs must include all documents specified in the ToR.
• Submissions should be sent to Ministry of Higher Education, Labour and skills development, Umar Zahir Office Building, 5^th Floor at 11:00 hrs on 15February 2026
• Late submissions will not be accepted.
