National Youth Aspiration Study (Research) – Raasthaa Project

Background

The Scout Association of Maldives (SAM), with the support of the Canada Fund for Local Initiatives (CFLI), is undertaking a transformative reform of its Scout Youth Program through the Raasthaa Project. “Raasthaa” reflects the Association’s vision to establish a new, outcomes-based educational framework that meets the aspirations, challenges, and interests of young people in the Maldives.

A foundational activity of this reform is a national research initiative aimed at generating comprehensive, evidence-based insights on Maldivian youth. The findings will directly inform the design, content, and structure of the renewed Scout Youth Program.

Purpose of the Assignment

To conduct a national research study that captures the voices of Maldivian youth and key stakeholders, identifies current challenges and opportunities in youth development, and evaluates the potential and role of Scouting as a platform for personal and civic development.

Objectives

  • To understand the aspirations, challenges, values, and priorities of young people (aged 12–25) across all atolls.
  • To assess the current impact and relevance of the Scout Youth Program.
  • To identify gaps, barriers, and opportunities in using Scouting as a tool for positive youth development.
  • To provide strategic recommendations that will shape the structure, content, and delivery of the new Youth Program.

Submission of Proposals

The Association invites technical and financial proposals from eligible researchers. Shortlisting criteria are detailed in the attached Terms of Reference (ToR).
