The Government of Maldives has received financing from the World Bank toward the cost of the Sustainable and Integrated Labor Services (SAILS) Project to improve social protection coverage and employability of workers, and intends to apply part of the proceeds for consulting services.

This Project is jointly implemented by the Maldives Pension Administration Office (MPAO) and Ministry of Higher Education, Labour and Skills Development (MoHELSD).

The consulting services (“the Services”) required is to hire a Pensions Business Process Review Consultant. The duration of this assignment is 1 month. The expected start date of this assignment is September 2025 and the scope of work must be carried out ensuring full consistency with the TOR referred to in this REOI.

The Maldives Pension Administration Office now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The criteria are:

  1. Minimum Bachelor's degree in Business Administration, finance, economics, actuarial science, accounting, management information systems or a related field. A master's degree or professional certification in a related field would be an added advantage.
  2. Minimum 7 years of proven experience in business process analysis and redesign, preferably within pension systems, public administration, or financial services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the IC method set out in the Procurement Regulations.
