Contract Title: Establishment of Quarantine Facility – Kulhudhuffushi Regional Hospital
SPN Reference/Tender No: ERHSPP-CW-01
1. The Government of Maldives has received financing from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost of the Maldives: COVID-19 Emergency Response and Health Systems Preparedness Project and intends to apply part of the proceeds toward payments under the contract for Establishment of Quarantine Facility – Kulhudhuffushi Regional Hospital.
2. The Ministry of Finance and Planning, on behalf of Ministry of Health now invites sealed Tenders from eligible Tenderers for the Establishment of Quarantine Facility – Kulhudhuffushi Regional Hospital
3. Tendering will be conducted through International Open Competitive Tendering procedures as specified in the Bank’s Procurement Instructions for Recipients (PIR), and is open to all eligible Tenderers as defined in the PIR.
4. Following guidelines and policies shall be applicable for this procurement
- - “Construction Industry Contractor’s Regulation” by Ministry of National Planning Housing and Infrastructure
- -“Foreign Direct Investment Policy” by Ministry of Economic Development and Trade
5. Interested eligible tenderers shall register with the Ministry of Finance and Planning, from 9th July 2025 to 21st August 2025 between 8:00 hours and 14:00 hours on all working days by:
a) payment of a non-refundable Registration fee of MVR 1,500.00 (Maldivian Rufiyaa One Thousand Five Hundred) or USD 100.00 (United States Dollar One Hundred), through our online payment portal - Ban'deyri Pay (https://bandeyripay.finance.gov.mv/), or by electronic transfer to a designated bank account, information of which can be requested through email to above given email addresses, and;
b) Once the payment has been confirmed, the Tenderer shall be registered upon submitting in person or by electronic mail, the following information to the address specified in Clause 10:
- Name and Address of the Tenderer
- Name, Email address and contact number of the Contact Person(s)
- Copy of the Payment/Transaction Receipt.
6. A complete set of tender documents and related documentation is available from 9th July 2025 on Ministry of Finance and Planning website www.finance.gov.mv for downloading free of cost. The Employer shall not be liable for any information not received by the Tenderer. It is the Tenderer’s responsibility to verify the website for the latest information related to this tender.
7. The Tenderer shall furnish a tender security of USD 26,500.00 (Twenty Six Thousand Five Hundred United Sates Dollars - or equivalent in Maldivian Rufiyaa) for the project. The tender security shall be valid for 28 days beyond the validity of the tender.
8. Any clarifications to the project may be sent to the address in clause 10, on or before 13:30:00 Hours Maldives Time on Wednesday, 6th August 2025.
9. Tenders must be delivered to the Ministry of Finance and Planning at the address specified in Clause 10, on or before 13:00:00 hrs Maldives Time on 25th August 2025.Electronic Tendering will not be permitted. Late Tenders will be rejected. Tenders will be opened in the presence of the Tenderers who wish to attend the Tender opening at the address below on 13:00:00 hrs Maldives Time on 21st August 2025.
