Job Responsibilities 

  • Strengthening the HR and administrative functions of Maldives State Shipping Company (MSS). The successful candidate filling this position is expected to manage the functions of HR and administration of both the Head Office and Vessels, assist in formulating and implementing sound HR and administrative policies and ensure that the day-to-day operations of these functions run smoothly.
  • Leads by example, inspires, and motivates those around through enthusiasm, and inspires and guides others to make their decisions based on the organization’s values and overall direction, keeping the Company’s goals in mind.
  • Prioritize multiple tasks simultaneously, completing assignments on-time and with accuracy.
  • Ensure being on call beyond working hours to troubleshoot any urgent matter in the office.
  • Assist in designing and implementing company policies and procedures in accordance with applicable governing laws and regulations and ensuring full compliance.
  • Adjust and improve the organization’s human capital plan and HR operations to support business requirements. This includes managing head office staff and manning MSS vessels.
  • Prepare the annual HR budget and periodical reports, ensuring that the department's operational budget is strictly adhered to, all costs are controlled, and expenditures are properly approved.
  • Propose effective performance evaluation systems and recognition programs to encourage team members to be creative and innovative, challenging and recognizing them for their contribution to the success of the operation.
  • Periodically conduct talent reviews with managers and implement succession programs, provide support and assistance in staff training and development.
  • Analyze human resource trends and provide solutions to overcome the operational hurdles that is best fit for the organization.
  • Setting, monitoring, and achieving HR targets.
  • Overseeing the payroll function to ensure employees are remunerated in accordance with Company policies and applicable government laws and regulations.
  • Managing recruitment, onboarding / sign-on and exit procedures / sign-off of staff/crew.
  • Manage employee relations and provide input on proposed changes to organization structures.
  • Assist and provide support in office and facilities management as part of overseeing the administrative function.
  • Utilize and maintain the HR software system to efficiently manage and streamline HR functions, ensuring accurate and up-to-date records of employee data, payroll, performance management, and other HR-related tasks.
  • Arrange travel and allowances (domestic/international) in accordance with company policies for the staff traveling for business purposes.
  • Manage the whole filing process in HR admin and conduct regular file audits to ensure that all documentation in the files is up to date and digitalize documents where possible.
  • Manage other HR related functions including staff evaluation, monitoring and management of staff leaves as per company policies.
  • Manage the company utilities and administrative permits & licenses.
  • Ensuring the confidentiality and security of files and filing systems. 
  • Following up on pending day-to-day tasks.  

Required Qualifications 

  • Bachelor’s Degree or higher in Human Resources, Business Administration, or related field.
  • Work experience of at least 5 years, in management of HR and administration and Manning

 

OR

 

  • Diploma / Associates Degree in Human Resources, Business Administration, or related field.
  • Work experience of at least 7 – 10 years, in management of HR and administration and Manning

 

AND

  • Knowledge of Maldives Employment Act and laws governing HR functions of SOEs and relevant regulations governing Manning of vessels.

 

  • Strong analytical and administrative skills
  • Excellent organizational skills with the ability to manage multiple tasks across a wide range of issues and ability to work effectively under pressure.
  • Team player
  • Excellent people management skills
  • Good knowledge of MS Office (in particular Outlook, Word, Excel and PowerPoint).
  • Able to coach and develop others.
  • Able to work independently and willing to work long hours.
