REQUEST FOR EXPRESSION OF INTEREST
(Project Number: TES/2025/C-003)
1. Ministry of Finance and Planning on behalf of Ministry of Construction, Housing and Infrastructure invites interested firms to submit their expressions of interest in providing Design Consultancy Services for the Development of Male' Center point- Maldives.
2. The objective of this consultancy is to conduct a comprehensive survey, develop a master plan, conceptualize the design, and prepare the necessary technical specifications and tender documents for the development of Malé Center Point (MCP).
3. Interested firms must provide specific information which demonstrates that they are fully qualified to perform the services (background of the proponent’s technical expertise, description of any similar assignments undertaken, experience in similar conditions, availability of appropriate skills among staff, value of those services etc.) The shortlisting criteria are: (i) A minimum of 15 years general experience in related field, (ii) A minimum of 10 years particular experience in similar works. (iii) Availability of Key Experts. Key Experts will not be evaluated at the shortlisting stage. However, firms are required to clearly state the proposed position for each Key expert proposed.
4. Consultants may associate with other firms to enhance their qualification, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
5. A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
6. Prospective firms are requested to submit a letter of interest and a proposal that includes but not limited to the requirements outlined in the Terms of Reference (TOR)
7. The Employer will prepare a short list of consultancy firms based on the Expression of Interest (EOI)’s and detailed Request for Proposal (RFP) will be released to the shortlisted firms.
8. A more detailed Terms of Reference (TOR) for the project will be available on the Ministry’s website www.finance.gov.mv from 7th May 2025. Interested firms may obtain further information by writing to the address below. It is the bidder’s responsibility to verify the website for the latest information related to this Project.
9. Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 1400 hours (Local Time) on 27th May 2025.
