Invitation for the Expression of Interest for Strategic Plan Development 2026-2030 - Retender

Introduction

Male’ Water and Sewerage Company Pvt. Ltd. (MWSC) requests proposals from qualified parties to develop strategic plans for the period 2026 to 2030. The selected Contractor will be responsible for developing an overarching Strategic Plan for the company, encompassing sub plans for MWSC’s four Strategic Business Unit (SBU) i.e. Utility (water, sewer, power, waste management), Manufacturing (bottled water, ice, pipe, shrink film, preform, stretch film), Engineering Solutions and Trading products and services in all operation centers of MWSC (K. Male’, Hulhumale’, Vilimale’, Thilafushi, Gulhifalhu, K. Maafushi, R.Dhuvaafaru and Hdh. Kulhudhuffushi).  

  1. 1.     Scope of Service

The nominated party shall fulfill the below scope within four months of project award date. 

 

 1.1. Conduct Strategic Assessments

Before initiating the business planning process, a comprehensive assessment of the current landscape is essential. This includes understanding MWSC’s existing businesses, conducting market research, analyzing economic conditions, and evaluating the relevance of MWSC’s strategic foundations, including its Mission, Vision, Core Purpose, and Core Values, Corporate Objectives. 

 

 This shall include;

  • Review any existing strategic materials produced from all sources.
  • Conducting market research and analyzing current and future market/economic conditions.
  • Develop or refine the highest level strategic foundations (excluding MWSC’s core values and core purpose)
  • Conduct thorough market assessments for each SBU, including consultations with internal and external stakeholders.

 

1.2. Develop four separate Business Plans for each SBU 

A strategic business plan shall be developed for each SBU (Utility, Engineering, Manufacturing, and Trading) with the following components:

 

  • Comprehensive Market Analysis: Evaluate market position, industry trends, opportunities, and competitive landscape.
  • Strategic Growth Roadmap: Define a clear business strategy and phased growth timeline.
  • Objectives and Key Results (OKRs): Establishing structured and measurable OKRs tailored to each SBU.
  • Financial Model Development: Build a robust financial model to support strategic initiatives.
  • Financial Structure & Projections: Provide revenue forecasts, cost structures, and profitability outlook for operational and capital budgets.
  • Presentation of Findings: Deliver key insights, recommendations, and strategic roadmaps to MWSC leadership.

 

1.3. Develop an overarching Strategic Plan for MWSC Group

An integrated strategic business plan shall be developed to unify the direction of the entire MWSC Group while aligning with its Core Purpose and Core Values. This plan shall include:

 

  • Group-Wide Business Growth Timeline: Defining milestones for overall business development.
  • Defined OKRs & Performance Improvement Plans: Group-wide OKRs shall reflect performance improvement plans of support functions to enhance overall efficiency and effectiveness.
  • Financial Model Development: Structuring a comprehensive financial model that integrates all SBUs.
  • Financial Structure & Projections: Providing revenue forecasts, cost structures, and profitability outlook for both operational and capital budgets.

  1. 3.     Qualification Requirement

Interested and competent contractors wishing to carry out the above project must submit the following documents.

  • Bid Security
  • Business Registration Certificate at Economic Ministry
  • GST Registration
  • Company Business Information Sheet (Economic Ministry), Generated within 1 week prior to the Bid submission deadline 
  • Firm’s Experience
  • Team Qualification

 

 

Each bidder shall furnish a bid security in the amount of MVR 5,000/-.

 

All interested parties must attend the information session, as specified in the tender schedule, in order to register for the tender.
