INVITATION FOR PREQUALIFICATION  

1. The Ministry of Finance and Planning, on behalf of Ministry of Construction, Housing and Infrastructure, wishes to invite Prequalification Application from eligible and qualified applications for the following works.

2. International Competitive Bidding (ICB) will be conducted in accordance with the Public Finance Regulation (Regulation No. R-158/2023) of Maldives. Prequalification Qualifications requirements and detailed financing models are stated in the Bidding Document.

3. The following guidelines and policies shall be applicable for this procurement;

• Capping Policy (Policy Number: 2022/G-18) published by Ministry of Finance and Planning.
• “Foreign Direct Investment Policy” by Ministry of Economic Development and Trade.
• “Construction Industry Contractor’s Regulation” by Ministry of Construction, Housing and Infrastructure.

4. Interested applicants shall register with the Ministry of Finance and Planning, between 23^rd April 2025  to 8^th May 2025, between 0800hrs and 1400hrs on all working days by: (a) payment of a non-refundable Registration fee of MVR 1,500.00 (Maldivian Rufiyaa One Thousand Five Hundred) or USD 100.00, through our online payment portal - Ban'deyri Pay (https://bandeyripay.finance.gov.mv/)    and, (b) e-mailing the following information  to the below given e-mail addresses:

• Name and Address of the Bidder
• Name, e-mail ID and telephone numbers of the Contact Person(s)

Copy of the Payment/Transaction Receipt.

5. A complete set of Prequalification Documents and related documentation is available from 24^thApril  2025 on the Ministry of Finance and Planning website www.finance.gov.mv for downloading free of cost. The Employer shall not be liable for any information not received by the Bidder. The and it is the Applicant’s responsibility to verify the website for the latest information related to this invitation.

6. Any clarifications may be sent to the address in clause 9 of this invitation for prequalification on or before 13:00 Hours Maldivian Time on Wednesday, 30^th April 2025

7. Applications for prequalification should be submitted on or before 13:00:00hrs Maldivian Time on 12^th May 2025 through Beelan Portal. Applications received for this project will be opened on 10:00:00hrs Maldivian Time on 13^th May 2025

8. All bidders must complete their Beelan portal bidder registration process before 3 (three) business days prior to bid submission deadline. A guide for the submission of bids through the portal is available on the Beelan Portal (https://beelan.finance.gov.mv/). It is the responsibility of the consultants to complete all matters of bidding in accordance with the information contained in the guide. No bids will be accepted other than the bids submitted through the Beelan Portal.
