Development of Cargo Handling Facility
in Kaafu Atoll, Thilafushi Island, Maldives.
1) Introduction
a) Maldives Ports Limited (MPL) invites qualified and experienced financing partners and contractors to submit Expressions of Interest (EOI) for the development of a Cargo Handling Facility at Thilafushi Island, Kaafu Atoll, Republic of Maldives.
b) This project is separated from the Malé Port Relocation Project and is intended to enhance the capacity of Malé Port’s operation, streamline operations, and alleviate congestion at the existing Malé Commercial Harbor.
c) The facility will be developed under an Engineering, Procurement, and Construction + Financing (EPC+F) model. MPL will retain full operational control of the facility upon completion and is open to negotiating suitable financing structures with interested parties.
2) Project Objectives
a) Develop a dedicated container terminal to support efficient port operations and reduce pressure on Malé’s main harbour.
b) Enhance the logistics and maritime infrastructure of the Maldives through long-term, resilient infrastructure.
c) Entail the design, construction, and financing of a modern port facility that will initially serve cargo handling operations and, in alignment with the national port master plan, later transition into a dedicated bulk cargo handling terminal.
3) Contents of the EOI
a) The EOI submission must include the following:
i) Formal Letter of Expression of Interest
(1) A formal and signed letter of Expression of Interest by an authorized officer of the organization.
(2) This letter should clearly state the organization’s intent to participate in the project, a summary of qualifications, and a commitment to comply with the requirements of the EOI.
ii) Company Profile
(1) The submission must include the information detailed below, organized and presented as per the specified formats.

Submission Guidelines |
Page limit: 20 pages (excluding references and supporting documents). Submissions must be in English and sent in electronic format. |
Submit as a single compiled PDF to the designated email address provided in the invitation. Ensure timely submission by the specified deadline. Late submissions will not be considered. |
4) Submission of the EOI:
a) The following considerations must be accounted for the purposes of submitting the EOI:

ii) The Documents should be addressed to Maldives Ports Limited, Port Building, Boduthakurufaanu Magu, Malé, 20250, Maldives.

iv) All submissions should be made through the official email domain of the submitting organization. Submissions made through personal or non-official email domains will not be considered.
5) Deadline
a) The deadline of the EOI submission is on the 7th of May 2025, by 14:00HRS, Maldives Time (GMT+5). EOIs received after this time will not be accepted.
6) Interested parties who fulfils the submission requirements will be invited to the next stage of the procurement process, which will include a detailed Request for Proposal (RFP).
