The Government of Maldives has received financing from the World Bank toward the cost of the Maldives; Atolls Education Development Project (AEDP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes, Consultancy Firm to Provide Training for English literacy development. The assignment is to be for 06 months.
The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The Ministry of Education now invites eligible consulting firm (“Consultants”) to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Interested consultancy firm/Institution should submit following documents (Firm/Institution qualifications):
1) Letter of expression of interest.
2) A valid legal registration
3) Profile (minimum 3 to 6 pages)
4) CVs of the proposed team members
5) Documents of evidence that firm/institution has at least 3 years of experience in development of curriculum resource materials for teacher training focused on teaching English as a Second Language.
6) Documents of evidence that the firm/ institution has minimum of 3 years of experience in teacher training in Secondary schools.
7) Documents of evidence that firm/institution has experience in teaching and learning related to secondary English Language education
8) Documents of evidence that firm/institution has experience in developing face to face and online teacher training modules focusing on active learning pedagogies and assessment
9) Documents of evidence that firm/institution has proven ability to deliver high quality training, with excellent training and facilitating skills
Technical and Financial information will not be evaluated at the Firm/Institution shortlisting stage
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualification-Based Selection (CQS) method set out in the Procurement Regulations.
