The Government of Maldives has received financing from the World Bank toward the cost of the Maldives; Atolls Education Development Project (AEDP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes, Consultancy firm to provide Training for Vocational Education. The assignment is to be for 02 years.
The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The Ministry of Education now invites eligible consulting firm (“Consultants”) to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Interested consultancy firm should submit following documents (Firm qualifications):
1) Letter of expression of interest.
2) detailed organizational/firm profile.
3) A valid legal registration
4) CVs of the proposed team members
5) Documents of evidence that the training firm/centre/institute/company had at least three (3) similar or related projects completed successfully.
6) At least 5 years of continuous hands-on experience in TVET and skills development training.
7) Documents of evidence that the training firm/centre/institute/company has professional experience and a reputable track record of training services.
8) Documents of evidence that the training firm possesses MQA-accredited training programmes that meet the local labour market's demands.
9. Have trainers/tutors with experience and adequate professional training in various vocational trades.
- Trainers/tutors must meet the minimum requirements set by the MQA.
- Trainers/tutors must have at least one year of teaching experience in a related area
10.The training firm should possess an MQA-accredited training programme that meets the local labour market's demands
Technical and Financial information will not be evaluated at the firm shortlisting stage
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualification-Based Selection (CQS) method set out in the Procurement Regulations.
