REQUEST FOR EXPRESSION OF INTEREST

CONSULTING SERVICES – FIRM SELECTION

The Government of Maldives has received financing from the World Bank toward the cost of the Maldives Atolls Education Development Project (AEDP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) here after include design consultancy service as per the attached Terms of Reference (ToR). The assignment requires 7 key staff and is to be for 18 months duration.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given at end of the document.

The Ministry of Education now invites eligible consulting firm (“Consultants”) to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are:

Interested consultancy firm should submit following documents (Firm qualification & Experience):

1)       Letter of Expression of Interest – Mandatory document

2)       Company registration (Valid) –Mandatory document

3)       Business Information Sheet (Available from Ministry of Economic Development) - Mandatory document.

4)       Must be registered and operating as a design firm or providing similar services in Maldives. (Minimum 3 years - additional points will be given as below).

4 – 6 years; 10 Points

7 – 12 years 15 points

13 above years; 20 points

5)       Work completion documents similar nature. (Minimum 3 projects - additional points will be given as below)

             Completed 4 - 6 projects of similar nature – 10 Points

             Completed 7 – 10 Projects of similar nature – 15 Points

              Completed 13 and above projects of similar nature – 20 Points

 6) Organization Chart (Should include employees name and designation) – 10 Points

              Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the    association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A firm will be selected in accordance with the Consultant’s Qualification-Based Selection (CQS) method set out in the Procurement Regulations. CQS is a two stage selection method (Expression of interest & Technical & Financial), from the EOI received, the Borrower selects the firm with best qualification and experience and invites it to submit its technical and financial proposal for negotiation.
