Request for Proposals

Supply of 18 Circuit Distribution Box (Complete)

1. State Electric Company Limited (STELCO) invites sealed bids from interested and eligible parties for the above captioned tender.This request for proposal is open for both local and international bidders.

1. A complete set of Bidding Documents may be purchased by interested and eligible Bidders from STELCO’s head office in Male’, from 13^th April 2022 to 27^th April 2022 between 09:00 hrs to 13:00 hrs on all working days, upon payment of a non-refundable fee of US$33 (United States Dollars Thirty-Three Dollars only) or equivalent in Maldivian Rufiyaa, in cash or telegraphic transfer directly to our head office. Documents shall be issued from 13^th April 2022 to 27^th April 2022 between 09:00 hrs to 13:00 hrs on all working days.

1. Key Dates:

• Only Bidders who purchase the Bidding document can participate, and thus, the bid document is not transferable.

1. Evaluation Criteria

All Technically Approved Quotations shall be evaluated on the following basis.

Points (pts) shall be given according to the formula below.

1. 1.      Price: 85 pts [(Minimum Quoted Price) / (Quoted Price) x 85]
2. 2.      Experience: 05 Pts (Considering the submitted reference letters in projects similar nature)
3. 3.      Duration: 10 pts [(Minimum Quoted Duration) / (Quoted Duration) x 10]

TOTAL POINTS EARNED Maximum 100 Pts.

1. The Bid Validity shall be minimum hundred (100) days from the date of Bid opening. All Bids shall be accompanied with a Bid Security of MVR 15, 000 (Fifteen Thousand Rufiyaa Only) or equivalent in United States Dollar which is valid for Thirty (30) days beyond the validity of the bid. The Performance Security shall be 15% of the Bid Price. Bid Security and Performance Security shall be a bank guarantee letter (as per the format in the bid document), bank draft or an insurance policy.

1. A pre-bid meeting shall be held on Thursday, 28^th April 2022 at 10:30hrs local time. More details regarding the pre-bid meeting will be emailed to the bidders who purchase the bid document.
2. All Bids shall be forwarded and reach the below address on or before Thursday, 12^th May 2022, at 10:30 hrs.
3. The Bids shall be addressed as follows:

• STELCO shall not be liable for the misplacement or premature opening for the unlabeled proposals.

1. Further instructions regarding the bid opening meeting will be emailed to the bidders who purchase the bid document.

11. It is in STELCO’s discretion to reject/cancel any bid which does not fulfil or comply with the above terms, at any time during the bid evaluation process. Also it is in STELCO’s discretion to cancel this invitation to bid at any time.
